Taxes in any form are systems of reward and punishment. Income taxes are used to manipulate voters’ behavior. Tariffs are used to manipulate nations’ behavior. In a perfect world there would be no tariffs. Zero tariffs would allow the marketplace to dictate the flow and price of goods and services. That would be the best outcome when the dust settles on the current trade and tariff battles. Of course, in a perfect world there would be no income tax
