of the product as well as what happens when things go wrong. In the case of this AI-powered simulated sports company, one aspect of their product involved pari-mutuel wagering. So, the field trial needed to be conducted across multiple casinos in Nevada to ensure the volume of wagers on any one event was large enough to test all aspects of the underlying pool betting system. Step #3 PUBLIC MEETINGS : The bar is set high in Nevada to ensure high-quality product offerings to the casino patrons. There are two separate public meetings which have to be attended by a company representative. The first is with the Nevada Gaming Control Board (NGCB). The meeting consists of an in-depth review of the field trial reports and results ahead of the public meeting. The board asks the representative any questions they may have pertaining to the company, the trial, and the product itself. When the board is satisfied with the answers and feels comfortable that a successful field trial was completed, they file a motion to recommend the product to the Nevada Gaming Commission for approval. At the next Commission meeting, the same process is adopted, and again, once the Commission members are satisfied with the results and findings from the field trial, they file a motion to approve the product. The formal paperwork is issued within a few weeks, and the product can be offered to casino patrons. After the Nevada Gaming Commission meeting, Winner’s Circle was unanimously approved for distribution. Step #4 FINAL APPROVALS : As a result of the nature of the product (in this case it deals specifically with virtual horses), the Nevada Parimutuel Association (NPMA), which represents all the race books in Nevada, also had to meet, review, and approve the distribution of the game into land-based casinos.

The NPMA met with their elected representatives to thoroughly review the game offering and ensure the paytables were fair to their members and racebook players. Once NPMA members had received the entire presentation and had chance to study the laboratory and field testing results, they voted on whether they supported the product for distribution throughout all the racebooks in Nevada. Again, the Winner’s Circle game was successful in gaining approval. Step #5 DISTRIBUTION : Once the approvals have been obtained, the product can be distributed to all the casinos in Nevada. In this case, the company disseminated its event data and video directly to and at the casino, but LVDC, the state- approved tote provider, managed the wagering. To ensure the integrity of the data, a point-to-point private communication network was employed from the company to LVDC and then on to each casino to provide maximum security. The intersection of gaming and the law presents a dynamic landscape that demands constant adaptation to technological advancements.
