مكتب اإلمارات العربية المتحدة لتنسـيق المسـاعدات الخارجية، بغيـة توحيـد المنظمـات اإلنسـانية المتعـددة فـي الدولـة، وضمـان تدفّــق أمثــل ألمــوال المســاعدات. وفــي الوقــت نفســه، واصلــت مؤسسـة الشـيخ خليفـة اإلنسـانية تعزيـز مفهـوم العمل المؤسسـي دولــة حــول العالــم، 38 اإلنســاني، وتقديــم المســاعدة ألكثــر مــن ومسـاعدة األفراد والمؤسسات. وغنـي عـن القـول أن السياسـة الخارجيـة للشـيخ خليفـة سـاهمت إسـهاما كبيـرا فـي اسـتقرار منطقـة مزقتهـا الصراعـات العنيفة في كثيـر من األحيان. تميـز حكـم الشـيخ خليفـة بسـمات مميـزة ركـزت علـى المسـتقبل، شــملت ريــادة األعمــال والتكنولوجيــا المتقدمــة والمؤسســات الخاصــة وكفــاءة القطــاع العــام وقابليــة التوظيــف واالقتصــاد القائــم علــى المعرفــة. وجــرت عمليّــة إصــاح شــامل للخدمــات الصحيـة والتعليميـة واالجتماعيـة، واالسـتثمارات الرئيسـية فـي السـياحة والثقافـة، وأُدخلـت أنشـطة اقتصاديـة جديـدة تضمّنـت الطاقــة المتجــددة وصناعــات التكنولوجيــا النوويــة مــع اختيــار أبوظبـي لتكـون المقـر الدولـي للوكالـة الدوليـة للطاقـة المتجـددة . وتشمل المعالم الرئيسية األخرى: افتتاح مسجد الشيخ IRENA زايــد الكبيــر؛ بنــاء مؤسســات جديــدة ذات شــراكات دوليــة مثــل جامعتي نيويورك والسوربون، وإنسياد، وإمبريال كوليدج لندن، وكليفانـد كلينـك؛ إطـاق المنطقـة الثقافيـة فـي السـعديات (مـع متاحـف الشـيخ زايـد واللوفـر وغوغنهايـم)؛ افتتـاح مدينـة مصدر

Human rights and humanitarian and development aid continued as a mainstay feature of foreign policy, thus honouring both a primary duty of Islamic belief and Sheikh Zayed’s commitment to devoting a part of the UAE’s wealth to countries and individuals in need. In 2008 he established the UAE Office for the Coordination of Foreign Aid to consolidate the nation's multiple humanitarian organisations and ensure a more optimal flow of aid funds. At the same time, Sheikh Khalifa’s Humanitarian Foundation continued to promote the concept of humanitarian institutional work, providing aid to over 38 countries around the world and helping private individuals and institutions. The total of Sheikh Khalifa’s foreign policy made a major contribution to stability in a region all too frequently torn apart by violent conflicts. The future-focused hallmarks of Sheikh Khalifa’s reign included entrepreneurship, advanced technology, private enterprise, public-sector efficiency, employability, and the knowledge-based economy. There was a complete overhaul of the health, education, and social services, major investments in tourism and culture, and the introduction of new economic activities that included the renewable energy and nuclear technology industries with Abu Dhabi being named the International Headquarters for IRENA. Major landmarks include: the opening of the Sheikh Zayed Grand Mosque; building new institutions

environment. It aimed to husband all the country’s resources, and stimulate the participation of the private sector, both locally and internationally. The landmark speech Sheikh Khalifa made to the Federal National Council in 2007 spelt out the federal government’s commitment to consolidate a political system based on consultation, justice and security that would enable the proactive and positive participation of all citizens in running their country. It declared its commitment to train and motivate a new generation of young leaders. This followed the announcement in December 2005 that half of the members of the Federal National Council will be indirectly elected as a preliminary step towards government reorganisation and reinvigoration by involving citizens more intimately in decision-making processes. Sheikh Khalifa used his foreign policy as a tool essential to regional and international peace and stability. This continued his father’s legacy and embraced guiding principles of justice, diplomacy, reconciliation, and a willingness to give generous support to the less fortunate. Through this Sheikh Khalifa developed closer ties with the UAE’s neighbours, built partnerships with regional and international organisations, and widened its circle of strategic allies in the West and in the East.
