program to keep non-violent offenders out of the Oklahoma County jail, advocated for an independent trust to oversee the jail, and reduced fire danger by removing red cedar trees throughout the county. Maughan became the founder of the SHINE Foundation, expanding programming to improve Oklahoma City and recognize community volunteer efforts. In 2003, Maughan founded Marketing Dimensions.
