A new advisory committee for Hawkesbury council is the first step in addressing the issue of affordable housing in the municipality. “If a household is spending more than 30 per cent of its gross income on hous- ing,” said Scott Travis, “then, according to Stats Canada, technically they are in the ‘unaffordable’ category.” Travis is the research director for the Alberta Rural Development Network (ARDN). He and Asad Bhatti, ARDN capital funding manager, explained the results of the non-profit agency’s first phase report on Hawkesbury’s affordable housing situation to council during its January 19 meeting. Hawkesbury was one of 20 municipalities that the ARDN selected in 2019 to receive free consultation help on its affordable housing needs. Travis and Bahtti explained details of the 31-page summary report to council. One result during the meeting is the creation of a new affordable housing committee to provide council with future advice and recommendations on the issue. Councillors Robert Lefebvre, Yves Paquette, and Antonios Tsourounakis all expressed interest in sitting on the committee with Mayor Paula Assaly. housing affordable for families in the muni- cipality’s low-income sector. Single-parent families have the most problems in trying to find suitable affordable housing. The report noted that many low-income families that do have homes, have to spend up to 30 per cent of their income on rent or utilities or other expenses to maintain their home. The report noted that right now there are more than 1800 people in Hawkesbury, both families and individuals, who need affor- dable housing in the one- or two-bedroom categories. Councillor Lawrence Bogue expressed doubt about the likelihood of
Hawkesbury ever having that amount of affordable housing available in the near future. “I don’t think that we could ever accommodate close to this number,” said Bogue, adding that one challenge would be finding land for any large-scale affordable housing projects. Councillor Robert Lefebvre observed that Hawkesbury’s aging population may be one factor behind the huge demand for affordable one- and two-bedroom housing. Travis and Bhatti reviewed several of the recommendations in the report on further action for council to consider in dealing with
the local affordable housing issue. Those recommendations include listing current affordable housing programs or projects that exist in Hawkesbury that might be open to expansion; creating a list of potential partners for present or future projects; cre- ating a list of potential project sites; and researching possible funding aid sources. The ARDN would be able to help the municipality deal with some of these items during the second phase of its free consulta- tion service after council has had a chance for further review and discussion of the report’s information.

Hawkesbury’s mayor promises there will not be a big tax increase when the final budget plan for 2021 is approved. “That’s not going to happen,” Mayor Paula Assaly said during a phone interview January 21. The mayor referred to the 5.5. per cent rise in the municipal levy mentioned during the two-day mid-December budget review dis- cussion between council and staff. Treasurer Philippe Timbers presented the draft budget for the first review session December 16 and 17. A second review session will take place in either February or March. The preliminary budget report includes all of the “wish lists” from each municipal department for new equipment and other staffing needs, along with all of the proposed capital works projects for council to consider for 2021. Salary increases as part of union and non-union contract agreements are also included in the budget expenses list.

The day care had not charged parents for absences if a child was sent home or kept away with COVID-19 symptoms since a council resolution in August, even if they were not tested for the virus. At the time, a single symptom was all that was needed for a child to be sent home, where they would need to stay for at least 14 days. But Daycare Services director Jennifer Drury told councillors at a January meeting the testing system and health unit recom- mendations had changed. Resident boat launches would cost $5 or $150 for a seasonal pass, while non-resi- dents would pay $10 for a launch and $225 for a seasonal pass. The minimum length of boat charge would increase from 20 feet to 25 feet, while the seasonal slip rental would rise from $49.90 per foot to $58 per foot. Daily slip rentals would change from $2.20 per foot to $15 per hour, for a minimum of three hours. The township reserved the right to approve any changes to user fees for the marina, while approval of service fees for watersports, restaurants and other services were out of scope. A private company will manage the L’Orignal marina for the next five years, under a Champlain Township agreement. Councillors agreed at a January meeting to approve the leasing arrangement with Riverest, Inc, a company which owned the stone house of the same name at 52 Wharf Street. Almost 3000 jobs in Eastern Ontario were protected during the first year of the pandemic thanks to business sup- port aid from the federal government. The Federal Economic Development Agency for Southern Ontario (FedDev Ontario) reported in its year-end summary that more than $27.6 million was provided to agencies like the Prescott-Russell Community Futures Development Corporation to help almost 380 local businesses to deal with the impact of COVID-19 on their operations. “Throughout this time of crisis,” stated Mona Fortier, middle class prosperty minister and associate finance minister, “I continue to be impressed by the resilience and creativity shown by so many businesses.” Much of the funding came through the Regional Relief and Recovery Fund (RRRF) through programs that helped businesses adapt to the new commercial reality by either developing or expanding their presence on
to operate as in previous years during 2021, with the exception of the user fee changes and a new website. Development approvals for the expansion of the facility were expected to be submitted to council later this year in order to begin
construction in 2022. The township proposed an annual rental fee of $18,000. The marina’s revenue in 2020 was $137,000. The marina is expec- ted to operate from May to September, seven days a week from 8 a.m. to 5 p.m.

ROCH CADIEUX 11 juillet 1944 – 19 janvier 2021 C’est avec le cœur lourd que nous annonçons le décès de Roch Cadieux, à l'âge de 76 ans. Il était le père de Gabrielle (Serge Laflèche), Pierre (Silvie) et Chantal (Robert Larocque); l’époux de Lilabette et ses enfants (Jasmine et André Leduc); le grand-papa de Natacha (Danick), Jessica (Wylliam), Nicholas, Natasha, Kassandra; l'arrière-grand-papa de Logan et le frère de Mgr. Vincent, Odette (feu Michel Guindon), Gaëtan (Pauline) et Laurier (Lise). Il fut prédécédé par sa première épouse, Mireille; ses parents, Isidore et Rita et sa sœur, Claire (Roger Larocque). Roch était un homme de famille fier, attentionné et accompli aux multiples talents - charpentier, artiste, mécanicien, jardinier, tailleur, designer et bien plus. Tout ce qu'il a fait, il l'a fait avec passion, générosité, sagesse et sens de l'humour, ce qui a touché de nombreux proches de lui et dans sa communauté. Roch a fondé son entreprise R. Cadieux Construction en 1987. Il a participé activement à des associations politiques et communautaires, comme l’Association d'investissement industriel de Hawkesbury, pour aider à développer les entreprises locales. Grand enseignant et modèle, il a donné à ses enfants une maison remplie d’amour et de merveilleux souvenirs de bonheur de famille et de communauté. Son épouse bien-aimée Lilabette chérit aussi leurs précieux souvenirs ensemble et elle est profondément reconnaissante d'avoir partagé avec Roch tous les plaisirs simples de la vie – son amour pour sa famille, le golf avec les amis, faire du bateau et voyager. La gentillesse et la douceur de son âme resteront à jamais dans son cœur et serviront de rappel que l'amour inconditionnel est possible. Dans ces temps, beaucoup de noms se terminaient par ius-us, comme lotus, Marcus. Je ne pus obtenir une ima- ge ou une statue de ce que Darius aurait pu avoir l’air. Une gravure sur un mur, un personnage âgé avec une barbe style «perse». Je regarde une pho- to de ma jeunesse et oui, je porte bien mon nom, Daniel. Ma mère ne voulait pas me donner ce nom car c’est un nom jeune; elle voulait me nommé Michel, comme Michel-Ange, le peintre. Mais, je regarde des photos d’âge mur, c’est très différent. Vous me reconnaitrez que par ma voix. Dans ces temps, les sculpteurs faisaient-ils leur image de par leur noms; je reconnu une gravure égyptienne sur un mur, l’image de ma vieille mère, reconnue par son nez particulier - petit et pointu, pas comme une sorcière. Le Conseil scolaire de district catholique de l’Est ontarien (CSDCEO) offre une éd- ucation catholique de langue française de qualité et toute une gamme de services d’appui à l’apprentissage à plus de 10 100 élèves des comtés de Stormont, Dun- das, Glengarry, Prescott et Russell. Chacune des écoles du CSDCEO est un milieu d’apprentissage et de vie, où la francophonie et les valeurs humaines et religieuses prennent tout leur sens au sein de la communauté franco-ontarienne. Le CSDCEO comprend 25 écoles élémentaires, 7 écoles secondaires et un Centre d’éducation et de formation. Tel que précisé dans sa ligne de conduite 519, la direction de l’édu- cation relève directement du Conseil. Elle cumule les fonctions de direction générale du CSDCEO avec celles de secrétaire du Conseil. Elle est le gestionnaire principal des affaires et des activités quotidiennes du CSDCEO et doit agir conformément aux lignes de conduites et aux résolutions adoptées par le Conseil. Le Conseil est à la recherche d’une personne qui : • a une vision avant-gardiste de l’éducation catholique de langue française; • est un leader systémique innovant, transformationnel et imputable qui met en place les conditions nécessaires pour la réussite de tous les élèves; • est un mobilisateur tant sur le plan pédagogique qu’administratif; • est un collaborateur empathique et inclusif; • est un communicateur efficace et réfléchi; • a les ressources personnelles (cognitives, sociale et psychologiques) exigées d’un cadre telles que précisées dans le Cadre de leadership de l’Ontario; • détient : ○ un diplôme d’études universitaires; ○ une carte de compétences de l’Ordre des enseignants et des enseignantes de l’Ontario; ○ un brevet d’agent de supervision de l’Ontario; ○ a partie 1 en enseignement religieux (ou s’engage à l’obtenir) et un spécialiste en enseignement religieux serait un atout; ○ unminimumde dix (10) années d’expérience à responsabilité croissante dans des postes de leadership en éducation incluant de l’expérience à la surintendance; • réside dans un des cinq (5) comtés du Conseil ou accepte de déménager dans un des comtés du Conseil au cours des douze (12) mois suivant son embauche et doit y demeurer pour la durée de son affectation.
