Sources of Conflict: Competing Interpretation of Rules or Law

A licensing official requests the GM’s personnel file from HR. The HR director refuses on the grounds that this would violate the Privacy Act. The two argue and the licensing official threatens an enforcement action for non-compliance with the gaming ordinance which specifies that the TGRA has the right to demand all documents, files, records, and papers. The HR director tartly replies that federal privacy laws trump the gaming ordinance. The conflict escalates.
