There was no question here in relation to the TGRA’s authority, the question was whether it was wisely exercised. Should the council have made such a drastic change in the law?

Sources of Conflict: Conflicting Goals and Objectives
The tribe’s enterprise board pursuant to its legal delegated authority commenced the development of a second casino. The Council opposed the plan because it would prompt a significant reduction in the Tribe’s monthly distribution for more than two years. The board nonetheless executed a contracts with an architect and engineering firm and let bids for a general contractor.
The Council rescinded the ordinance and abolished the enterprise.
