A tribal compliance officer decided to conduct an unannounced TICS audit of the surveillance operation. When the manager informed the compliance officer that the surveillance staff was undergoing on-site training that morning, the investigator became angry and accused the manager of interference insinuating that he was hiding something. The manager became defensive and accused the investigator of being rude and abusive.
