Grants certain states extensive criminal and civil adjudicatory jurisdiction over Indian Country Does not give total jurisdiction to the states Does not alter the trust relationship nor end tribal sovereignty Does not apply to tribal regulatory jurisdiction Indian Civil Rights Act of 1968 amended Public Law 280 to permit tribes to regain jurisdiction through the “retrocession” process The ICRA also amended Public Law 280 to require tribal consent before federal jurisdiction may be transferred to a state

Generally, the jurisdiction of law enforcement authorities in Indian Country track with the adjudicative jurisdiction of tribes, states, and the U.S. Generally, except in the context of Public Law 280, state law enforcement agencies have no investigative jurisdiction over Indians who are alleged to have committed crimes in Indian Country
