Reporting to the Head of Investment Property and Asset Management, the primary purpose of the Senior Development Manager will be to ensure that value and income are maximised throughout the portfolio by way of proactive asset management, investment, disposal and development. The Senior Development Manager will be responsible for developing asset strategies to deliver capital release or income generation across the portfolio and identify redevelopment/ investment opportunities to support the upgrade of clergy housing, to meet the needs of modern living and delivery of Net Zero Carbon objectives. Operational Housing The operational housing portfolio incorporates the vital homes of the clergy as well as surplus/let assets and opportunity for parsonage development. The portfolio is subject to a rolling 5 year review to ensure that it is fit for purpose and cost efficient in additional to Quinquennial Repairs (cyclical 5 year repairs). Operational Property • circa 450 houses of varying ages and sizes, occupied by clergy • Further 150 houses that are let on the open market or have an alternative use • Valued at circa £850m • Expenditure of circa £7m

Senior Development Manager
• Identify opportunities for capital release or income generation across the housing portfolio, for example, through planning, development and leasing initiatives. Working with the Head of Investment Property and Asset Management develop and implement a strategy to successfully deliver the strategy. • Prepare development and investment appraisals to support financial risks and returns of recommended strategies. • Working with the Area Property and Asset Managers identify ‘on- strategy’ operational housing sale targets and new acquisitions and work with, persuade and secure support from key stakeholders and manage those transactions. • Manage existing planning and development pipeline through to successful completion of those projects, including residential conversions and new builds • Prepare reports for Diocesan Finance Committee (trustee body) for approval to proposed transactions or major capital projects and attend and present at meetings if appropriate Stakeholder and Cross-Departmental Collaboration • Build close working relationships with Archdeacons who are key stakeholders in the development and execution of the housing strategy. • Engage appropriately with all stakeholders (including Clergy and Parishes) at all times clearly, accurately and empathetically to communicate proposed initiatives and secure support. • Work with and/or support the Parish Property Team on development projects which include both parish and diocesan property. • Work closely with the finance team and administrative support as necessary. Risk Management and Legal Compliance • Consider the execution/procurement options for development projects and recommend the optimum delivery route, putting appropriate contracts and documents in place with the contractor and professional team. • Ensure that all risks are identified, managed, reported and escalated as appropriate. • Comply with relevant ecclesiastical and charity act legislation in particular the Charities Act 2011 and Church Property Measure 2018 as applicable. • Ensure neighbourly issues including rights of light, party wall matters, noise, boundary disputes, lease consents etc., are managed appropriately Other The post holder may be required to undertake other duties commensurate with the role. Person Specification
Education and experience Essential: • Experience overseeing the delivery of refurbishment and development projects. • Experience in preparing investment and development valuations and appraisals including cash flows. • Experience of the sale and purchase or residential properties including development agreements • MRICS Desirable: • Residential property asset management experience
Knowledge and skills Essential:
• Up to date with Commercial and Residential Landlord and Tenant legislation, and planning law. • Thorough, effective use of IT. • Well-organised and administratively self- sufficient. • Excellent interpersonal, written and oral communications, and negotiation skills.
