Grounded in the Safe System Approach, the Plan prioritizes proactive design, speed management, and accessibility. During the Summer and Fall open houses, guests participated in activities to collect input on SAP’s goals, priorities. Community engagement played a central role, shaping priorities such as pedestrian safety, protected bike facilities, and managing truck traffic. The Plan also outlines funding strategies and performance measures to establish accountability measures.

The High Injury Network The HIN Map, illustrated in Figure 3.5 , served as a critical tool during community engagement by visually identifying the corridors and intersections with the highest concentration of fatal and severe injury crashes. By sharing this map at open houses, advisory committee meetings, and outreach events, the City helped residents understand where safety risks are most acute and invited them to provide feedback on priorities for improvements. This approach helped prioritized community feedback in alignment with the areas of greatest need, fostering informed discussions and decision-making for Vision Zero strategies.
