5.2.2. Local & Regional Standards A performance-based approach is now standard practice in transportation planning and project development. The MTP applies this approach through a comprehensive framework for tracking progress toward Fort Worth’s long- term transportation goals, with performance measures serving as quantifiable indicators that assess whether investments and policies are advancing the plan’s objectives. Performance measures should be consistent with local and regional standards, including federal guidelines such as those from the Federal Highway Administration (FHWA) and state Department of Transportation (DOT) requirements. This alignment allows for comparability across jurisdictions and compliance with regulatory frameworks. Where possible, measures should leverage existing datasets and reporting structures to minimize duplication. A peer review of various agencies was conducted to gather potential performance measures for the MTP. This included federal, state, and regional long-range transportation planning documents, the City’s Comprehensive Plan and the 2019 ATP, and other relevant documents. The selected sources provide a holistic overview of transportation performance measures adopted and recommended by the City’s funding and planning partner agencies, serving as a strong foundation for tailoring performance measures to the Plan.
5.2.3. Target Setting Setting realistic yet ambitious targets is essential for driving progress. Targets should be informed by historical trends, peer benchmarks, and scenario analysis. Agencies may adopt short-term and long-term targets to balance immediate improvements with future aspirations. Targets should also be revisited periodically to reflect changing conditions and priorities. 5.3. MTP Performance Measures The MTP establishes a comprehensive framework for tracking progress toward Fort Worth’s long-term transportation goals. Performance measures serve as quantifiable indicators that assess whether investments and policies are advancing the plan’s objectives. Table 5.1 details how each performance measure is tied to one of six overarching goals and includes a clear methodology for data collection, baseline values, and targets for 2050. These measures enable informed decision- making, promote accountability, and support transportation improvements that align with community priorities and fiscal realities.
