6.8. Center City and Connecting the Core Fort Worth is growing rapidly, and nowhere is the opportunity, and the challenge, more pronounced than in its urban core. The Central Area, encompassing Downtown Fort Worth and the surrounding neighborhoods of Panther Island, the Stockyards, the Cultural District, West 7th, Southside, Butler Place, and United Riverside, is positioned to become one of the most significant areas of growth and reinvestment in the region. Yet the data tell a clear story: relative to its size and status as a major American city, Downtown Fort Worth is underperforming. Changing that is both the ambition and the analytical foundation of this section. The Master Transportation Plan addresses this directly through the Connecting the Core (CtC) process, a targeted effort to identify, evaluate, and prioritize transportation investments that can unlock the Core Area’s potential while managing the mobility consequences of concentrated growth.
CtC builds on the Plan’s citywide roadway gap analysis and extends it inward, applying a finer-grained lens to the physical barriers, connectivity gaps, and capacity constraints that currently limit access to and through the city’s most important activity center. This section synthesizes the full body of CtC analytical work: the national and regional benchmarking that established the growth vision, the neighborhood-level existing conditions and development pipeline, the three growth scenarios developed to test alternative futures, the land use implications of each scenario, the transportation needs assessment and priority projects, the transit strategy, and the build-out scenario modeling. The CtC initiative was coordinated with the Access Butler Place Plan (ABP), the NCTCOG Transit 2.0 initiative, and ongoing TxDOT corridor studies on IH-35W and IH-30. These complementary efforts are referenced throughout this section and inform several of the priority projects identified herein.
