8.6. Preliminary Engineering Reports & Project To support a more predictable and delivery- focused program, the City advanced Preliminary Engineering (PE) Reports for many of the medium-term corridors included in this plan. These reports provide early schematic- level concepts, high-level cost expectations, and initial insights into ROW, environmental, drainage, and utility considerations. This early engineering work strengthens the program by helping identify which projects are most realistic to advance in each investment cycle and where additional study or coordination is needed. It also helps clarify delivery pathways for larger or more complex corridors that will require phased implementation. A representative PE Report cover is shown in Figure 8.9 to acknowledge the materials prepared as part of this effort. All PE Reports and accompanying Opinions of Probable Cost are included in the appendix to this plan. These materials support more reliable sequencing within the TIP and provide a foundation for fiscally responsible, coordinated project delivery.
