1.7.3. Cost Estimates Planning-level cost opinions for the Active Transportation and Micromobility Network are derived from the 2019 Active Transportation Plan and escalated to 2026 dollars using the Federal Highway Administration’s National Highway Construction Cost Index (NHCCI), which reflects an approximate 85% increase in transportation construction costs over that period. All figures are rounded and should be treated as order-of-magnitude estimates for planning and programming purposes only — actual bid costs will vary based on facility type selection, site conditions, right-of-way constraints, and market conditions at time of construction. On-street bicycle facility costs are presented in two forms: a pre-markup unit cost reflecting materials and construction, and a fully loaded cost that applies the ATP’s standard 15% design and 20% contingency factors. Sidewalk costs are based on a 5-foot concrete cross-section at
$966,000 per mile (2019 dollars). Trail costs reflect a 10-foot concrete path averaging $1.9 million per mile, with adjustments for floodplain location and major crossings. Sidepath costs are based on a 10-foot concrete cross-section at $1.7 million per mile. Curb ramp costs are based on an average unit cost of $2,700 per ADA-compliant ramp. Of note, separated bike lanes account for 267 of the network’s 442 total on-street bicycle facility miles — roughly 60% of the mileage and approximately 94% of the total on-street cost. This reflects the network’s emphasis on All Ages and Abilities design standards, which prioritize physical separation from motor vehicle traffic as the baseline condition for comfortable bicycling. Achieving that standard citywide is capital- intensive, but it is also what the research consistently shows is necessary to attract the broadest range of users. See Figure 1.9 for the full ATM Network map. Where a discrepancy exists between the facility type identified in the MRN Map and the ATM Map for a given corridor, the MRN Map shall govern.
