Assigning Cross-Sections Cross-section assignments were determined by comparing 2050 forecast volumes to the comfort-based thresholds, informed by but not limited to the underlying planning-level LOS-E values. Where projected volumes approached or exceeded a comfort threshold, or where continuity and context supported a higher- capacity section, segments were assigned a larger cross-section. This two-tiered approach, beginning with LOS-E planning capacities and refining with comfort- based thresholds, supports cross-section decisions that are both analytically grounded and operationally realistic.

Right-of-Way Preservation ROW preservation is a core function of the Master Roadway Network. For each corridor, the adopted cross-section establishes the minimum ROW needed to support long- term roadway, operational, and multimodal requirements. Typical ROW elements include: ■ Travel lanes and medians ■ Sidewalks, SUPs, or other multimodal accommodations (detailed in later sections) ■ Space for future operational improvements Where grade separations or substantial vertical transitions are anticipated, additional ROW may be required to preserve adequate footprints for structures and approaches.

Interim vs. Ultimate Cross-Sections Although the Master Roadway Network identifies the ultimate cross-section based on 2050 needs, corridors may be constructed in interim phases that include fewer lanes or reduced median widths. Interim cross-sections are acceptable when they: ■ Preserve the full ultimate ROW, ■ Do not preclude future expansion, and ■ Provide appropriate multimodal and operational accommodations for near- term conditions. Interim improvements allow flexibility to align infrastructure delivery with available funding, development activity, and evolving demand. Divided cross-sections with a raised concrete median are the default configuration for Major Arterials, and Minor Arterials. Any deviation from this default is subject to the waiver process in Section 1.10
