School Board and in 1981, served as president of the Tennessee School Boards Association. Franklin was the recipient of numerous awards and honors for his educational and civic involvement. In 1997, the Hamilton County School Board voted to rename Alton Park Middle School in his honor. However, in 2005 the John P. Franklin Middle School was closed, and his school name was never restored. Kappa Foundation's Pioneer Leaders Award in 2011 and the Distinguished Service Award from the Downtown Chattanooga Kiwanis Club in 2015. In 2014, the Chattanooga History Center's awarded Franklin with its ninth annual History Makers Award. Brother John P. Franklin is preceded in death by his parents and his wife, Eva James Mann Franklin. He is survived by son John P. Franklin, Jr. (Beta Chi 1979) and Cheryl Franklin (Charles Jr.) Key; four grandchildren and one great granddaughter. Dr. Herschel L. he enrolled to Lincoln University, in Jefferson City, MO to continue his formal education. There he obtained a BS Degree in Biology with a minor in Psychology and met the love of his life, Shirley Marie Curry. Dr. Garrett was accepted into the Freshman Class of Meharry Medical College School of Dentistry in Nashville, TN. Following the completion of his first year of dental school, Herschel and Shirley were married. After successfully completing his program of study in 1963, he interned at George W. Hubbard Hospital, Nashville, TN before relocating to the East St. Louis (IL) metropolitan area and opening his dental practice. As a pillar in the community Dr. Garrett was involved with numerous professional, social and civic organizations including: American Red Cross, Boys & Girls Club of America, East St. Louis Anniversary Club (Past President), East St. Louis Community Fund Board of Directors (Past President), Gateway East Health, Inc., Jackie Joyner-Kersee Reach for Dreams Foundation, Jackie Robinson Khoury League, Kappa Alpha Psi Fraternity, Inc. (Past Polemarch & Life Member), Metro East Cancer Unit (Past President and Jail & Bail Chairperson), Midwestern States Dental Society, Mound City Dental Society, N.A.A.C.P (Life Member), National Dental Association, R.O.M.E.O.S. - Retired Old Men Eating Out, St. Clair County Board of Health, St. Louis Globe Democrat’s Old Newsboy, Truelight Baptist Church (Jewel and Vice Chairman, Board of Directors), Royal Vagabonds, Urban League, and Y.M.C.A. Dr. Garrett was initiated into the Alpha Mu Chapter of Kappa Alpha Psi Fraternity, Inc. in 1959. When he moved to the Midwest, Dr. Garrett joined the East St. Louis (IL) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc., where he served as chapter polemarch on two different occasions. Dr. Garrett has devoted over 60 years to the Bond. Dr. Garrett received many awards, citations, honors and plaques including:
National Elder Watson Diggs Award Nominee, Frank M. Summers Distinguished Service Award, C. Roger Wilson Achievement and Human Rights Award, North Central Province Distinguished Alumni Award, Alpha Phi Alpha Fraternity, Inc. Dr. Martin Luther King, Jr. Distinguished Service Award, East St. Louis City Council Distinguished Community Service Award, East St. Louis Community Fund’s Merit and Dr. Herschel L. Garrett, Jr. Scholarship Award, Gateway Chapter of Links, Inc. Health Jamboree Award, Illinois Department of Children & Family Services Outstanding Volunteer Service Award, Lt. Governor Pat Quinn’s Healthy Smiles Hero Award, National Council of Negro Women, Inc. Outstanding Service Award, Sigma Gamma Rho Sorority, Inc. Afro American History Award, Top Ladies of Distinction Outstanding Service to Youth Award, and Urban League of Metropolitan St. Louis Award of Merit. Dr. Garrett transitioned peacefully while at home with his wife, May 23, 2019 at 12:00 noon at the of 87. Having completed his voyage, his memory will forever be cherished by his faithful and devoted wife, Mrs. Shirley M. Garrett, two loving daughters, Staci Garrett Oliver and Kathryn Nicole Garrett; grandchildren, Joseph Anthony, Justin Aaron, and Jordan Alexander Clayborne, and Klayton Nicolas Garrett; one son- in-law, James F. Oliver, Jr.; one adopted son, Kimball Nicholes.

Dr. Garrett was a scholar at Maxfield Elementary School in St. Paul, MN, he began his educational voyage. His teachers recognized his talents instantly and helped to guide him through graduation from Marshall High School. He was drafted into the United States Army and served in the Korean War.
