projects list for the municipality and cut it down by $20.9 million. “Those projects have either been re- moved,” Collier said, “or deferred outside of the timeline of the (original) development projects.” City staff have also revised the proposed development charges rate schedule, reduc- ing the fees all across the board for serviced and unserviced lots. The new suggested rate for developing an unserviced lot in Clarence-Rockland is $10,361 while the de- velopment charge for a serviced lot would be $14,550. Collier noted that the new charge sched- ule proposed will keep Clarence-Rockland competitive with both Russell Township and the Ottawa-Orléans area for future residential and commercial development. Clarence-Rockland’s proposed new devel- opment charge will be from $4000 to $5000 less compared to those of the other munici- palities. Gervais credited city staff with making a good decision to scale down the proposed development charge fee increase. He not- ed that the original proposal would have forced many developers to turn away and look elsewhere for new project sites with Orléans-Ottawa reaping much of the ben- efit. People with jobs in Ottawa are becom- ing more cost-conscious about their com- mutes, figuring in the need for gasoline, a possible second car for other family mem- bers to attend activities or run errands, and

other factors along with the price of a home for their families. “I find that, in Rockland, it’s a very price- sensitive market,” Gervais said. “If the gap is not worthwhile, they’re not going to buy.” During a later interview, Gervais said de- velopers did not object to having to pay development charges. He noted that the charges help the city maintain existing ser- vices and provide others that attract fami- lies to locate in the community and buy homes, and that attracts businesses to the area, which means more commercial devel- opment. “The builders believe in development fees,” Gervais said. “Growth has to pay for growth. What was proposed before (in Oc- tober) was way too much. I’m very pleased with this (fee) amount. It’s more reasonable. We can work with this.” Both sides will now review all the new in- formation on the proposed development charge schedule. Anyone with questions is asked to contact Collier at City Hall. An amended developmetn charges back- ground study will be ready by Dec. 22. Another follow-up official public meeting on the new development charges will take place Jan. 8 next year. The final report and recommendations from staff will go before council at the Jan. 26 regular session. Col- lier noted there is a “sunset deadline”of July next year for approval of the new develop- ment charges bylaw otherwise the city will not be able to collect the new fee rates.

CLARENCE CREEK | It was the Christmas gift every developer in Clarence-Rockland wanted. City Hall will scale back the in- crease proposed for future development project charges. “It’s a better deal,” said Mike Gervais, president of the Clarence-Rockland Con- struction Association. “Much more positive. Something we can live with.” About a dozen local developers and other interested people gathered in the mez- zanine room of the Clarence Creek Arena Dec. 11 for an evening presentation from City Hall staff on the proposed revision to the city’s development charges schedule. The meeting was a follow-up to the Oct. 21 public information session on the original proposal and Helen Collier, the city’s chief administrative officer, noted that the re- sponse from developers after last Thursday evening’s half-hour presentation was far less stormy than the October session. “It’s a very quiet room,” Collier said, “com- pared to the last meeting we had.” Summarizing the results of the October meeting, Collier noted the main complaints from the city’s construction development sector included not enough time for the CRCA and its members to review the pro- posed new development charge schedule

The CRCA and its members wanted the city to delay its original timeline for putting any new development charge rates into ef- fect and do more public consultation.
