Ce fut un privilège de vous servir, de grandir avec vous et de contribuer à la tapisserie vibrante de notre communauté », a déclaré M. Leroux lors de l’une de ses dernières apparitions publiques en tant que maire, annonçant l’accès gratuit à la piste d’athlétisme du dôme sportif de Russell, l’une de ses plus
grandes réalisations depuis qu’il est à la tête de la municipalité. Prochaines étapes pour Russell Le dernier jour du mandat du maire approchant à grands pas, le conseiller Jamie Laurin, ainsi que trois autres conseillers, assureront l’intérim jusqu’à ce qu’un nou- veau maire soit élu ou nommé. Le conseil municipal de Russell organise une réunion pour discuter des prochaines étapes pour le poste vacant. La date de cette réunion n’a pas encore été détermi- née, mais selon Richard Godin, directeur général de la municipalité de Russell, elle aura probablement lieu lors de la prochaine réunion ordinaire du conseil, le 29 avril, ou lors d’une réunion spéciale avant cette date. Lors de cette réunion, le conseil déclarera le siège vacant, ce qui déclenchera un délai de 60 jours au cours duquel les membres du conseil décideront de la marche à suivre. Le conseil devra décider d’organiser une élection partielle ou de nommer un conseil- ler pour occuper le poste par un vote à la majorité.

Après plus de 10 ans d’investissement dans la municipalité de Russell, Pierre Leroux démissionnera officiellement de son poste de maire le 19 avril 2024, afin d’assumer le rôle de chef de l’adminis- tration à La Nation. L’annonce est survenue soudainement,

Parisien explains that the United Counties will appoint a mayor to sit on the council to represent the UCPR at formal events on a case-by-case basis until the next warden is elected. The warden also has the right to vote on council resolutions, although this right is not always exercised. As the council has eight members, including the warden, the cases where the warden’s vote is required to settle the debate are only in the absence of other members and on contested resolutions, which makes a warden’s vote extremely rare. According to Parisien, the presence of all board members is not required to elect the next warden, as long as there is a quorum on the board, meaning a new warden could be nominated before Russell swears in a new maeyor. However, Parisien prefers to wait until then, out of respect for the municipality. Mr. Leroux resigned as mayor of Russell to become CAO of The Nation municipality. The official announcement was made on April 2. Mr. Leroux’s resignation is effective April 19. For the time being, he remains Mayor of Russell and warden of the UCPR.
Pierre Leroux’s resignation as mayor of the Township of Russell and president of the United Counties of Prescott and Russell (UCPR) will not have a negative effect on the operation of the CUPR council, according to the counties’ chief administrative officer. ‘I don’t think we’ll see a new president of the United Counties before June,’ said Stéphane Parisien, CAO of the United Coun- ties. ‘Our goal is to have a warden before the summer season.’ According to Parisien, the UCPR board can appoint an interim warden if necessary, through a special meeting. In his opinion, the duties of the United Counties warden can be carried out by an interim president without hindrance. ‘Whether the warden is officially appoin- ted or holds the position on an interim basis, it’s the same thing,’ he said. The warden’s duties include leading UCPR council meetings, officially representing the UCPR at conferences and events, and making state of emergency declarations.
