A significant portion of Baseline Road will be transferred to the United Counties of Prescott-Russell (UCPR) in exchange for placing sections of St-Jean Street and St-Pascal Road under the authority of Clarence-Rockland. As Clarence-Rockland’s housing develop- ments continue to expand south of Morris Village, the city and the UCPR have long been in discussions to transfer the management of St-Jean Street to Clarence-Rockland, however, a formal agreement was never met. 8JUIBQQSPYJNBUFMZ VOJUTFYQFD ted to be developed in the area, Clarence- Rockland is undertaking significant roadway improvements along St-Jean Street to accom- NPEBUFJODSFBTFEUSBGàD*O UIFDJUZ informed the UCPR that Clarence-Rockland would manage and fund the infrastructure updates through development charges. Development on the surrounding property along St-Jean “will greatly change the entire purpose of the roadway,” and is “losing its County Road Designation,” explains the UCPR report presented to council. “St-Jean used to be in the middle of woods, but now it will be in the middle of the city,” said Mayor Mario Zanth. “So, it’s a really important exchange.” After reviving discussions with the city, during their October 25 meeting, the UCPR council approved an agreement to transfer the section of St-Jean Street from Laurier Street to Baseline Road, and St-Pascal Road from Du Lac Road to its end east of St- Pascal-Baylon. In exchange, the UCPR will take over managing Baseline Road from Canaan Road to Joanisse Road, and from St-Jean Street to Landry Street to the east. The sections of Baseline Road being transferred to the UCPR were considered because it is the only Clarence-Rockland “road candidate to become a collector road and easily arguable to meet the criteria of a county road,” according to the report pres- ented to council. As development pushes further south of Rockland, Baseline Road is expected to become a major east-west rural collector and will likely become the new &NFSHFODZ%FUPVS3PVUF &%3 GPS$PVOUZ Road 17.
