Add Second Bait Car Team. The department should consider funding a second bait car apprehension and recovery team, consisting of two officers, one detective and support vehicles. The current team has proven to be very successful. Since its inception, the team has made over 1,000 arrests. However, based on increasing growth of the area and its location within a major transportation hub, the North Texas area is consistently at the top of the rankings of national organized cargo theft incidents. Additionally, according to the Texas Department of Public Safety’s 2013 Auto Theft monthly reports, Fort Worth has consistently been one of the top five cities in the state for most vehicle thefts. Add Sixth Team to Zero Tolerance. The FWPD should consider staffing a sixth team, which would require one sergeant, one corporal and eight officers, to assure 24/7 city-wide tactical coverage. Currently, a gap in team coverage exists between the hours of 0400 to 0900 hours. Accordingly, meeting the department’s goal of 24/7 coverage with current staffing is not possible. Move K-9 to Tactical Investigations. The FWPD should consider moving the K-9 Unit from the Tactical Investigations Division’s Narcotics Section to the Tactical Operations Division. The department’s K-9 officers are uniformed officers operating marked police vehicles covering all city patrol divisions. Eliminate Criminal Tracking Unit. The FWPD should consider eliminating the Criminal Tracking Unit and reassigning its responsibilities to the Fugitive Unit and the Zero Tolerance Section. In addition, the responsibility to identify repeat criminal offenders should be moved to the Information Management section. Knowing that crime trends and patterns are often tied to repeat offenders, the Fugitive Unit and all Zero Tolerance teams could assist in the process of monitoring and apprehending repeat offenders. Assign Gang Enforcement Teams to ZT. The FWPD should consider assigning the current responsibilities of the Gang Section’s Enforcement Teams to the Zero Tolerance Section. Both components should be identifying and addressing crime issues and offenders. Moving the responsibility to address potential gang problems to Zero Tolerance reduces redundancy within the Tactical Command.
