Eliminate Enforcement Teams/Redeploy to Patrol. The FWPD should consider eliminating the two Enforcement teams and reassigning the team’s proactive responsibilities to the Zero Tolerance Section. The Zero Tolerance teams also assist the Narcotics Section and can address gang locations and members. The Gang Section’s Detective Unit should be available to assist patrol officers with gang- related crimes and activities. Most tasks initiated by the Enforcement Teams are proactive in nature and can be tasked to the Zero Tolerance teams. These two sergeants and 20 officers should be redeployed to patrol. Eliminate Gang Intelligence Unit. The FWPD should consider eliminating this unit, reassigning personnel elsewhere in the agency, and assigning responsibilities for tracking and disseminating gang related information to the Tactical Intelligence Division’s criminal intelligence analysts. Proactively monitoring and disseminating gang-related information does not require a sworn police officer. With proper training, civilian analysts can provide this same capability, often at a reduced cost. Fund Assignment/Specialty Pay for Current Examiners. The department should consider implementing and funding assignment/specialty pay for the current examiners in the unit. The department has invested a tremendous amount of time, money, training and equipment resources to ensure examiners have the tools they need to be highly skilled and proficient in what they do. Accordingly, assignment/specialty pay would provide a strong incentive when attempting to recruit and retain highly qualified staff. Consolidate Crime Scene Functions. The FWPD should consider providing additional space for the unit and consolidating crime scene functions in one facility. Facility locations for the unit are spread throughout several parts of the city. Consolidation of space would greatly improve unit efficiency. Gang
