Membership MIGHT offers a platform for collaboration between the public and private sectors in driving the nation’s high technology industry. By providing a network of local and global linkages for members to capitalise on through synergistic partnerships, MIGHT is Malaysia’s own unique organisation that undertakes strategic alliances and performs analyses on high technology industry and business opportunities. MIGHT members are from various fields, including government agencies, public listed companies, small and medium enterprises (SMEs), universities, research institutions, non-governmental organisations (NGOs) and multinational corporations (MNCs). Over the past decade, Malaysia has significantly advanced in the global high- tech sector. Since 2018, MIGHT has tracked key metrics: high-tech merchandise export values in USD and their percentage of total manufactured exports, guiding Malaysia’s strategic direction. In 2023, Malaysia made significant progress by ranking 9 th globally in high- tech merchandise exports, the highest position in a decade. The value of high- tech merchandise exports saw a positive increase of USD 2.0 billion, totalling an impressive USD 127.0 billion. Additionally, the proportion of high-tech merchandise exports within total manufactured exports rose from 52.48% in 2022 to 58.69% in 2023. MIGHT plays a pivotal role in enhancing the performance of the high technology sector in line with its mandates and core activities by fostering partnerships and advancing competency in high technology towards technology-driven futures. Malaysia’s High Technology Merchandise Export Performance 2023

Key Highlights

In 2023, the world’s total export values in high-tech merchandise has reached a new height at USD3.83 trillion. As in previous years, China maintained its lead as the world’s largest exporter of high-tech merchandise in 2023, capturing over one- fifth (or 21.53%) of the world’s total high- tech exports. Malaysia maintained its 9 th position among 143 economies in the global ranking for high-tech merchandise exports in 2023, unchanged from the previous year. The Electronics Telecommunications product group remains the top contributor to Malaysia’s high-tech merchandise exports, accounting for over 80.5% of the total high-tech merchandise export value in 2023 and 84.6% of the high-tech trade surpluses.

Building on over a decade of championing futures thinking where it matters most, myForesight ® continues to shape conversations, cultivate foresight leadership, and prepare Malaysia for a future of resilience and possibility. Guided by two strategic thrusts, we turned foresight into impact.

Thrust 1: Exploration of future possibilities for better decision making

Advanced Air Mobility Workshop MIGHT Partnership Hub, Cyberjaya 29 January 2024

The workshop brought together 38 participants, including policymakers and implementers from various ministries such as the Ministry of Higher Education (MOHE), the Ministry of Communications and Multimedia (KPKM), the Ministry of Home Affairs (KDN), the Ministry of Human Resources (MOHR), the National Security Council (MKN), the Ministry of International Trade and Industry (MITI), the Ministry of Entrepreneurs Development and Cooperatives (KUSKOP), the Ministry of Tourism, Arts and Culture (MOTAC), the Ministry of Foreign Affairs (KLN), the Ministry of Defence (MINDEF), and the Economic Planning Unit (KPK). Experts in industry development, social security, and the labour market also joined the discussions. Participants reviewed national policies and actions related to industry development, and security regarding food, resources, and national stability. They focused on how Malaysia’s climate and demographic shifts might impact economic structures, workforce dynamics, and the well-being of older people and their families. Future of Climate and Demographic Transition Wind-Tunnelling Workshops MIGHT Partnership Hub, Cyberjaya 30 - 31 January and 5 February 2024

MIGHT and Futurise co-hosted the second Advanced Air Mobility (AAM) Workshop at the MIGHT Partnership Hub, Cyberjaya. The workshop brought together government, industry, and academia stakeholders to explore AAM’s potential, highlighting technologies like eVTOL and advanced aerial vehicles. Discussions assessed the current AAM landscape, identified opportunities and challenges, and gathered strategic input to build a supportive ecosystem. The insights will help shape policy recommendations to relevant government bodies, paving the way for Malaysia’s sustainable and innovative AAM industry.​

Report Launching: Transitioning Futures, Anticipating Change: Socio-Economic Futures of Malaysia’s Climate & Demographic Transition Parkroyal Hotel, Kuala Lumpur 30 July 2024

The event marked the culmination of the MIGHT and United Nations Development Programme (UNDP) collaborative study. Mr Niloy Banerjee, UNDP Resident Representative for Malaysia, Singapore & Brunei, and Tan Sri ZakriAbdul Hamid, Joint Chairman of MIGHT, officially launched the report. Dr Tan Shu Ying, Senior Principal Analyst IIfrom MIGHT, and Ms Hanani, Head of Exploration at UNDP, presented an overview of the report. A high-level discussionfollowed, focusing on advancing Malaysia’s pathway to climate-resilient and progressive labour markets.​The foresight study served as crucial guidance to address gaps and improve the country’s strategic execution.

MIGHT, in collaboration with MOSTI’s Strategic Data and Technology Foresight Division, is developing a foresight report to identify future STEM skills needed to support Malaysia’s economic value chain by 2040. The first workshop gathered stakeholders from industry, academia, and government to examine how megatrends will impact key sectors and to explore technology driven solutions. A key takeaway was the need to recognize the cross-sectoral impacts of emerging technologies, which will inform strategies for building a future- ready STEM workforce. Thrust 2: Building national capacity in foresight & futures thinking

This two-day, process-based session brought together various KKM organizations, including IPKKM, state health departments, hospitals, and institutions from across Malaysia, to familiarize themselves with Scenario Planning concepts and methodologies. The four scenarios explored were: ‘Future of Youth’, ‘Future of Malaysia’s Ageing Population’, ‘Future of ILKKM in Healthcare Training’, and ‘Autonomy of Healthcare Facilities’. The training aimed to equip participants with the knowledge and skills needed to successfully apply scenario planning in their respective fields successfully. APEC Science, Technology and Innovation Strategy Foresight : Net-zero Emission

Phuket, Thailand 23 - 25 January 2024

The APEC Science, Technology, and Innovation (STI) Strategic Foresight Workshop 2024, held from January 23 to 26 in Phuket, Thailand, brought together policymakers, experts, and industry leaders to define strategies for achieving net-zero emissions. Organised by APEC CTF and NXPO, the workshop focused on carbon offset policies, green technology adoption, and enhancing climate resilience. MIGHT played a key role as a committee member and delegate, reinforcing Malaysia’s leadership in sustainability and foresight. The outcomes included actionable policy recommendations and strategies that will enhance regional collaboration, support Malaysia’s energy, industrial, and research sectors, and advance the climate goals of RMK-13. MIGHT’s involvement reflects Malaysia’s commitment to strategic foresight, sustainability, and a low-carbon future within the APEC region.

From Insight to Impact: Reimagining Ecosystems with Foresight Singapore 28 March 2024

Ts Rushdi Abdul Rahim, President and CEO of MIGHT, was a panellist in a discussion titled “Moving from Sectors to Ecosystem” at GovInsider’s Festival of Innovation. During the session, he highlighted MIGHT’s significant role as a strategic platform bridging the industry and government, offering advisory support to the public and private sectors through foresight and futures methodologies. Ts Rushdi elaborated on the importance of driving stakeholder engagement by developing scenarios known as the “Oh Sh*t! Moments,” a technique designed to provoke, nudge, and guide stakeholders toward unified, proactive efforts in building better futures.

Dr Tan Shu Ying presented at the International Academic Symposium on Foresight and Science, Technology, and Innovation (STI) Policy, hosted by the National Research University Higher School of Economics in Russia. The symposium brought together global experts and academics in foresight to discuss key issues in science and technology foresight and STI policymaking. During her presentation, Dr Tan highlighted MIGHT’s approach to foresight methodologies, emphasising the importance of engaging industry players in shaping the future of industry development. She also showcased a case study on Advanced Air Mobility (AAM), stressing its significance in informing decision-makers and positioning AAM as a strategic priority for Malaysia’s national economic growth. Bengkel Retreat Pembangunan Ekonomi Negeri Perlis Tasoh Lake Resort, Kaki Bukit, Perlis 13 May 2024

The workshop, officiated by YB Datuk Muhd Khair Razman, the State Secretary of Perlis, was held at Tasoh Lake Resort in Kaki Bukit from May 13 to 15, 2024. Organised by MIGHT, this three-day session brought together officials from the Perlis State Government to develop a visionary economic strategy for the state. Using foresight tools and the Futures Triangle approach, MIGHT facilitated discussions focused on five key areas: tourism, logistics, mining, land and minerals, and agriculture. The workshop encouraged strategic conversations aimed at shaping a prosperous and forward-looking future for Perlis.

Foresight Training in Qatar

Media City, Qatar 5 - 13 June 2024

MIGHT conducted a 7-day foresight training programme for 38 participants from key Qatari organisations, including the Qatar Research Development and Innovation (QRDI) Council, the Ministry of Commerce and Industry (MOCI), the Ministry of Communications and Information Technology (MCIT), Media City Qatar, and the University of Doha for Science and Technology (UDST).​The programme aimed to build capacity in future-oriented thinking through horizon scanning, scenario planning, wind tunnelling, and technology roadmapping modules.

Scenario Planning Training for Tenaga Nasional Berhad (TNB) TNB Integrated Learning Solution - ILSAS 23 - 24 July 2024

The two-day training session brought together representatives from various departments of Tenaga Nasional Berhad (TNB), including Government & Large Business (GLB), Solutions, Strategy, TNBX Sdn Bhd, and SME & Residential. The aim was to provide participants with hands-on experience and enhance their understanding of scenario planning concepts and methodologies. Participants were guided through a structured 10-step Scenario Planning process, which enabled them to explore and analyse potential future scenarios centred on the theme of “The Future Energy Consumer.”

The three key scenarios examined were:

1. The Future of Sustainable Solution Trends in the Manufacturing Sector

2. Foresight Study: The Future of the Energy Market

3. The Future of Renewable Energy and Consumer Behaviour This training will equip participants with essential knowledge and practical tools to effectively apply scenario planning within their respective domains and support strategic decision-making across TNB.

Seminar on Science, Technology, and Innovation (STI) Foresight, “Future Ready with Forecast and Foresight”

Pullman, Kuala Lumpur 23 July, 2024

The Seminar on Science, Technology, and Innovation (STI) Foresight is themed “Future Ready with Forecast and Foresight. The seminar began with opening remarks by YB Dato’ Haji Mohammad Yusof Bin Apdal, Deputy Minister, Ministry of Science, Technology, and Innovation (MOSTI).​ Ts Rushdi Abdul Rahim, President and CEO of MIGHT, delivered a keynote presentation titled “Foresight: Malaysia’s Perspective,” showcasing the MIGHT approach to foresight to international and local participants from the STI policy-making ecosystem.​

Scenario Planning Training for PETRONAS Perdana Hotel, Kuala Lumpur 26 - 27 June 2024

The two-day training session successfully brought together representatives from various PETRONAS subsidiaries, including PETCO Trading Labuan Company Ltd, PETRONAS Digital Sdn Bhd, and PETRONAS Carigali Sdn Bhd. The goal was to provide participants with practical experience and a deeper understanding of scenario planning concepts and methodologies. Using MIGHT’s structured 10-step Scenario Planning process, participants were equipped with the tools and frameworks needed to explore and navigate potential future scenarios effectively, thereby enhancing their strategic foresight capabilities.

PETRONAS Tech Talk on HSE Zero Lens: A Collective Perspective Towards Progress Via Online 29 August 2024

Mr Azmil Mohd Amin, Senior Principal Analyst II of MIGHT, shared insights at the Tech Talk on HSE Zero Lens: A Collective Perspective towards Progress Virtual Event. During the panel session, the discussion focused on the megatrends transforming the future of Health, Safety, and Environment (HSE), with a special emphasis on the future of work, workplace, and workforce.

Dr Tan Shu Ying, Senior Principal Analyst II of MIGHT, was a panel speaker at a Technology Foresight Scenarios workshop on Green Horizon: Towards a Hydrogen Economy. In the workshop, participants utilised various foresight tools to envision the adoption of APEC Hydrogen EconomyPolicies and generate ideas for the future. Southeast Asian Higher Education Summit 2024 (SEAHES) : Foresighting Higher Education 2035 - Trends, Challenges and Opportunities Zenith Hotel, Putrajaya 10 September 2024

MIGHT presented on “Foresighting Higher Education 2035: Trends, Challenges, and Opportunities” at the SEANHES conference, which promoted collaboration among higher education institutions (HEIs) throughout ASEAN to share best practices and tackle global education challenges.

MIGHT highlighted three core themes:​

· Anticipating the Future: The role of foresight in tracking trends and emerging challenges.​

· A Challenging Future: Educational disparities, talent retention, and shifting workforce demands.​

· Uncovering Opportunities: Embracing AI, digital platforms, and personalised learning to reshape education.​ Key takeaways included the rise of mega-universities, a shift toward skills-based learning, and the increasing significance of industry-academia collaboration. To stay competitive, HEIs need to adopt foresight-driven strategies and flexible ecosystems. MIGHT’s participation reaffirms its commitment to education, foresight, and human capital development, supporting Malaysia’s future-ready higher education agenda.​

A Mini Workshop on Foresight for the Development Academy of the Bangsamoro Delegation, Republic of the Philippines Universiti Malaya, Kuala Lumpur 16 September 2024

MIGHT led and facilitated a mini workshop on Foresight for delegates from the Development Academy of the Bangsamoro (Republic of the Philippines). This initiative was part of the Purposeful & Principled Leadership Programme(PPL) by UM- Lead, which focused on leadership and professional development.​ The workshop aimed to equip participants with foresight techniques, empowering them to integrate strategic thinking into public policy formulation. The interactive session gave delegates valuable insights and practical skills, enabling them to anticipate future challenges and craft effective, forward-looking policies.​ By equipping the participants with foresight methodologies, MIGHT helped enhance their ability to develop policies that are more adaptable and responsive to emerging trends, ultimately contributing to better governance and strategic decision-making in the region.

During the Innovation Day and Conference organised by the Department of Irrigation and Drainage, Ministry of Energy Transition, and Water Transformation, MIGHT presented “Human Touch in the Digital Age: How to Integrate AI in Public Services.” Mr Mohd Nurul Azammi Mohd Nudri, Head of myForesight, delved into critical questions about AI adoption in public services, exploring what AI is, why it matters, and practical applications. Drawing from the “Future of Malaysian Public Service 2020 and Beyond,” he discussed the potential transformative impact of AI. The session engaged 150 participants with a Mentimeter poll, identifying key priorities for AI in water resource management, such as drought and flooding prediction, precision irrigation, water distribution, water quality monitoring, and asset management.

2. MIGHT moderated a session on “Drone in Logistics, Advanced Air Mobility, and Future Implications” during the Sabah Drone Open Day 2024, held at the Sabah International Convention Centre (SICC), Kota Kinabalu, Sabah, on 29 and 30 October 2024. Organised by the Sabah Economic Development and Investment Authority (SEDIA), the session drew insights from drone experts on the emerging opportunities and challenges in advanced air mobility. Panellists discussed how Sabah’s unique geographical terrain presents significant challenges and opportunities for drones in logistics, medical supply distribution, and reconnaissance. The discussion underscored the need for coordinated efforts involving government authorities and industry players to develop the low-altitude economy. This is a potential engine for growth to position Sabah as a leader in drone-enabled services in the region.

1. The workshop was aimed to define MARA’s strategic direction, centring on several key areas: education, technical and vocational education and training (TVET), entrepreneurship, investment, and transportation. Mr Azmil Mohd Amin represented MIGHT, alongside Dato J. Palaniappan from Asean Future Workforce Council (AFWC) and Ts Steve Anthony Lojuntin from Sustainable Energy Development Authority (SEDA). During the panel discussion on TVET, critical issues such as skill mismatches, outdated curricular, and policy gaps were thoroughly examined. MIGHT emphasised the crucial role of industry collaboration within TVET initiatives to guarantee that graduates develop skills that align with market requirements. 3. MIGHT participated in a panel discussion on “An Art anda Science: Mastering Data for Accurate Decision-Making” at GovInsider LiveMalaysia, held at Le Méridien Hotel, Putrajaya.​ ​Integrating foresight with data analytics to improve decision-making within the public sector, particularly in uncertain environments, is crucial. The session emphasised data reliability challenges and the necessity for innovative approaches to transform data into actionable insights. It underscored that the real value of data is realised in its application to develop proactive policies that address present challenges while anticipating future demands.

4. MIGHT conducted a five-day Scenario Planning Training for Cambodia’s New Economy Department under the Ministry of Economy and Finance. This training was part of a three-month programme in partnership with the UNDP Cambodia Country Office, designed to support the Royal Government of Cambodia (RGC) in achieving its Sustainable Development Goals and implementing the Pentagonal Strategy Phase 1, which focuses on growth, jobs, equity, efficiency, and sustainability. The training at the MIGHT Partnership Hub aimed to equip 16 participants with foresight tools to navigate future uncertainties. The focus was on identifying trends and emergingissues, building scenarios, and exploring potential opportunities for economic growth tailored to Cambodia’s unique needs.

1. MIGHT presented insights on ‘Sarawak as Shipbuilding & Ship Repair (SBSR) Industry Hub in Malaysia’ during the Sarawak Association of Maritime Industries (SAMIN) 5th Anniversary Celebration and the Launch of the Sarawak Maritime Industry - Book of Sarawak. Over 800 participants, including SAMIN members, government agency representatives, SBSR industry stakeholders, port representatives, and delegates from training centres, attended the event, providing a platform to discuss Sarawak’s potential as a key player in Malaysia’s maritime sector. The session was officiated by YB Datuk Amar Haji Awang Tengah Ali Hasan, Deputy Premier/Minister of International Trade, Industry & Investment of Sarawak. MIGHT’s presentation highlighted Sarawak’s strategic role in the SBSR industry and emphasised the importance of integrating local stakeholders into the Malaysian Maritime Industry Database to enhance the region’s maritime capabilities.

3. MIGHT was a speaker for the 2 nd Malaysia Maritime Industry International Conference 2024 (MMIIC 2024), organised by the Institution of Engineers Malaysia (IEM). The presentation focused on potential markets and opportunities within the maritime transport sector, highlighting the benefits for various categories, including tankers for transporting palm oil and palm-based products, Offshore Support Vessels (OSVs), and bulk carriers.

2. MIGHT was a panellist in a “Sustainability for the Maritime Sector” discussion at the Malaysia International Marine Expo 2024 (MIMEX). The panel discussion was moderated by the Maritime Strategic Association of Malaysia (MASTRA), with other panellists from Universiti Malaysia Terengganu (UMT) and the Malaysia Oil, Gas and Energy Services Council (MOGSC). One of the key highlights of the session was Malaysia’s commitment to enhancing sustainability in maritime practices, focusing on reducing environmental impacts while ensuring the sector’s continued growth and competitiveness.

Industry Engagement: Preparation of the Shipbuilding Ship Repair (SBSR) Industry Report 2025​ SBSR Industry Cluster in Malaysia February - November 2024

Between February and November 2024, the Industry Development Division of MIGHT visited various shipyard clusters across Malaysia, focusing on both the commercial and defense sectors, to gather insights for the preparation of the SBSR Industry report. These visits were crucial for assessing the current state of the industry and identifying key areas for growth and development within its sub- sectors. One of the key findings highlighted the critical importance of improving design capabilities to ensure that vessels meet global

standards. In the commercial SBSR sector, specific segments such as Offshore Support Vessels (OSVs), merchant ships, port operations vessels, tugboats, and fishing boats emerged as significant contributors to the industry. Aligning these sub-sectors with international demand and standards offers substantial growth potential. In the defense sector, the MRO (Maintenance, Repair, and Overhaul) and refit of vessels that support national security and maritime operations are vital for ensuring readiness and longevity. This sub-sector is essential for Malaysia’s maritime strategy and requires strategic investment in both skills and infrastructure. The SBSR report, scheduled to be launched at the Langkawi International Maritime and Aerospace Exhibition (LIMA) 2025, will serve as a key reference for SBSR stakeholders. The report aims to provide actionable insights, guiding stakeholders in capitalizing on growth opportunities and strengthening Malaysia’s SBSR industry for the future.

United Nations Office for Outer Space Affairs (UNOOSA): Space Law Technical Advisory Mission (TAM) to Malaysian Space Agency (MYSA) Malaysian Space Agency, Kuala Lumpur 14 - 16 May 2024

MIGHT’s Space team took part in the Technical Advisory Mission to Malaysia (TAM2024), held from May 14–16, 2024. The event was organized by the United Nations Office for Outer Space Affairs (UNOOSA), hosted by the Malaysian Space Agency (MYSA), and sponsored by the Government of France. The three-day mission aimed to help Malaysian authorities align their space agendas with international space laws while encouraging dialogue among key stakeholders. More than 65 participants including representatives from government, academia, and the private sector attended sessions covering topics such as spaceport operations, space object licensing, and key treaties like the Rescue Agreement and the Liability Convention.

Angkasa-X, CangYu Space Technology, and ADASpace formalised a strategic partnership to accelerate the growth of the ASEAN space industry, focusing on satellite R&D, integration, and ground infrastructure development. Hosted at MIGHT’s facility, the event served as a catalyst for fostering collaboration and new partnerships within the regional space sector. Key highlights included CangYu’s commitment of a US$100 million investment over five years, upcoming satellite launches under Angkasa-X’s A-SEANSAT and A-SEANLINK constellations, and the establishment of ground stations and AI- powered data centers across ASEAN. The Penang Space Technology Park was also highlighted as a long-term hub for investment, while MDEC’s Digital Acceleration Grant will play a pivotal role in nurturing SpaceTech talent. This partnership marks a significant step toward positioning Malaysia as a leading force in the regional space ecosystem. MIGHT Leads Strategic Push in Aerospace at Selangor Aviation Show Subang Skypark, Selangor 13 September 2024 MIGHT reinforced its commitment to advancing Malaysia’s aerospace industry by launching the Aerospace Innovation Report 2025 at the Selangor Aviation Show 2024. This landmark report is designed to evaluate the current state of the national aerospace ecosystem and provide strategic insights to align Malaysia’s capabilities with global standards, particularly in meeting the needs of Original Equipment Manufacturers (OEMs). A major highlight of the event was the signing of three strategic Memoranda of Understanding (MoUs) between MIGHT and key industry stakeholders which is Aerospace Malaysia Innovation Centre (AMIC), National Aerospace Industry Corporation (NAICO), and Malaysian Aerospace Industry Association (MAIA). These MoUs signal a collective effort to drive innovation, close technological gaps, and propel Malaysia’s aerospace sector forward. The MoU exchange ceremony was witnessed by Puan Zanifa Azura Binti Ahmad, Chief Financial Officer of Menteri Besar Selangor Incorporated, and Dato’ Hasan Azhari, Chief Executive Officer of Invest Selangor Berhad. Puan Ida Semurni, Chief Operating Officer of MIGHT, represented the organisation alongside key signatories: Dr Liew Karn Ern, CEO of Aerospace Malaysia Innovation Centre (AMIC), Professor Shamsul Kamar Abu Samah, CEO of National Aerospace Industry Corporation (NAICO), and En Naguib Mohd Nor, President of Malaysia Aerospace Industry Association (MAIA). MIGHT members including AMIC, UMW, SCS, and SIRIM participated the exhibition to explore the latest in aerospace innovation and cutting-edge technologies.

Development of Malaysia Innovation Index (MII)

The Ministry of Science, Technology and Innovation (MOSTI) has appointed MIGHT as a strategic partner in developing the Malaysia Innovation Index (MII). This initiative aims to position Malaysia among the top 30 countries in the Global Innovation Index (GII) by 2025, in line with the 12 th Malaysia Plan. The study involves formulating the MII framework and a national report benchmarking the innovation performance across Malaysia’s 13 states and federal territories. Scheduled for publication in October 2025, the report will feature state MII scores, rankings, and an overview of state innovation ecosystems. Preliminary engagements were conducted with three pilot states, Sabah, Selangor, and Perak. Over 90 participants from various sectors collaborated to validate indicators, explore new metrics, and discuss the unique innovation landscapes within each state. Engagement with the remaining ten states will continue into 2025. The MII serves to complement the GII at the national level. It is a strategic tool for evaluating innovation performance across all 13 states in Malaysia. By identifying the states’ innovation status, targeted interventions can be developed to strengthen their innovation ecosystems. The study will engage with relevant stakeholders at the state level and gather greater insights into each state’s innovation ecosystem. Hence, the engagement outcomes could also serve as a baseline for crafting more comprehensive and effective innovation policies at the national level.
