Development of Malaysia Innovation Index (MII)

The Ministry of Science, Technology and Innovation (MOSTI) has appointed MIGHT as a strategic partner in developing the Malaysia Innovation Index (MII). This initiative aims to position Malaysia among the top 30 countries in the Global Innovation Index (GII) by 2025, in line with the 12 th Malaysia Plan. The study involves formulating the MII framework and a national report benchmarking the innovation performance across Malaysia’s 13 states and federal territories. Scheduled for publication in October 2025, the report will feature state MII scores, rankings, and an overview of state innovation ecosystems. Preliminary engagements were conducted with three pilot states, Sabah, Selangor, and Perak. Over 90 participants from various sectors collaborated to validate indicators, explore new metrics, and discuss the unique innovation landscapes within each state. Engagement with the remaining ten states will continue into 2025. The MII serves to complement the GII at the national level. It is a strategic tool for evaluating innovation performance across all 13 states in Malaysia. By identifying the states’ innovation status, targeted interventions can be developed to strengthen their innovation ecosystems. The study will engage with relevant stakeholders at the state level and gather greater insights into each state’s innovation ecosystem. Hence, the engagement outcomes could also serve as a baseline for crafting more comprehensive and effective innovation policies at the national level.
