Advancing Strategic Partnerships in STI: Malaysia–Russia JC-ESTC and MIGHT–HSE Collaboration

The 3 rd Malaysia-Russia Joint Committee Meeting on Education, Science, and Technology Cooperation (JC-ESTC) was held on 9 October 2024 at St. Petersburg Mining University. The session was co-chaired by YB Dato’ Seri Dr Zambry Abd Kadir, Minister of Higher Education Malaysia, and HE Valery Falkov, Minister of Science and Higher Education of the Russian Federation. It reaffirmed both nations’ commitment to deepening cooperation in research, policy development, technology transfer, and capacity-building across the education, science, and technology sectors. The Malaysian delegation included Madam Ruziah Ghazali, Deputy Secretary General of MOSTI; Datuk Wira Dr Raha Abdul Rahim, CEO of the National Institute of Biotechnology Malaysia (NIBM); and Madam Ida Semurni Abdullah Ali, Chief Operating Officer of MIGHT. The visit featured various key engagements, including a series of site visits and a public lecture by YB Dato’ Seri Dr Zambry on global innovation and education. The highlight of the visit was the signing of a Memorandum of Understanding (MoU) between MIGHT and the Higher School of Economics (HSE) University. The MoU, signed by Madam Ida Semurni Abdullah Ali of MIGHT and Dr Nikita Asimov, Rector of HSE University – Moscow, was witnessed by YB Dato’ Seri Dr Zambry, Dr Anna Tyshetskaya, Vice Chancellor of HSE University – St. Petersburg, and Dato’ Loon-Lai Cheong, Malaysian Ambassador to the Russian Federation. This partnership reflects a strategic step forward in promoting the use of foresight methodologies and advancing Science, Technology, and Innovation (STI) through collaborative research and knowledge exchange.
