Ottawa puts sinkhole report to good use

B.M. Ross and Associates presented coun- cil with a recent report on the firm’s review of the Sept. 4 collapse of a storm sewer pipe along the eastbound lanes of Highway 174 in Orléans. The sinkhole created was big enough to swallow an entire car. The engineering consultant firm noted that a closed-circuit television (CCTV) in- spection was done the previous year on that particular section of storm sewer pipe showed that it would need replacement though the drone video feed did not re- veal at the time any immediate danger. The consultant report did state that the video showed enough detail about the dete-

riorating state of the storm sewer pipe to warrant further in-person inspection of the situation. “In our opinion,”the report stated,“the ap- propriate immediate response would have been a visual inspection with the goal of better understanding the condition of the pipe, followed by whatever response the vi- sual inspection determined was warranted. The immediate need for a more robust as- sessment of the pipe was not understood, identified or communicated.” The engineering consultant report not- ed that the pipe had greater than normal risks because of its age, size, location, and

composition. The report also noted that city records on the storm drain were not complete. An assumption that this particu- lar storm sewer pipe was galvanized steel proved wrong. The section that collapsed was a non-galvanized tunnel liner plate that dated back to about 1975 for its installation. The report also noted that from Aug. 31 to Sept. 4 a contractor crew was inside the storm sewer pipes installing lights and us- ing a mini-excavator and skid-steer loader to remove rock and other debris. When rain began falling on Sept. 4 work inside the storm sewer stopped when the water depth inside the pipe began to rise. Soon after a sinkhole began forming and the road surface collapsed just as a home- ward-bound Juan Unger’s car was driving east that afternoon along Highway 174 and ended up in the sinkhole. Two other com- muters stopping at the scene helped Unger climb out of the hole. The section of high- way was closed off and eastbound traffic detoured along alternate routes while city works engineers assessed the situation. The consultant report noted that the vi- brations from the machinery inside of the storm sewer line prior to the collapse might have contributed to the sinkhole formation or changes in the flow pattern might have been a factor. But the report stopped short of assigning blame to the maintenance work scheduled at the time. City council indicated agreement with five recommendations made in the con- sultant report and will have staff follow up on them. The recommendations include an expanded definition of “a high-risk storm sewer” that would include considering the chance of failure along with the potential results. Other recommendations call for examin- ing all high-risk pipes as soon as possible, assessing the quality of the city’s storm sewer inventory and improving the exist- ing record system on locations, age, and type of materials used, physical inspections to supplement when feasible any CCTV in- spections, and a revision of the procedures used for scoping capital projects that will always include a discussion of the potential consequences from any delays in action. Since the report landed on the council’s table, the city’s infrastructure services de- partment staff have been busy putting the recommendations into practice. A depart- ment preliminary report on that progress is due at the city’s Environment Committee meeting Jan. 15. City staff also want to meet with their counterparts in the provincial government to discuss setting minimum inspection re- quirements for storm sewer lines identified as in“critical” condition. Right now there are no fixed definitions for is “critical” condition for stormsewers inOntario. Ottawa staff feel this is necessary for all municipalities who are now expected to develop asset man- agement plans in order to apply for some provincial infrastructure aid programs.

Council accepted the conclusions of the report during its final meeting before the Christmas break and now staff are making their first reports on progress in putting those recommendations into effect.
