Asset Management Surveyor – Education Warwickshire County Council is seeking to appoint an experienced and enthusiastic individual to work within a small team of Asset Management Surveyors. The Asset Management team manage the Council’s diverse property portfolio. The portfolio includes owner/occupied, investment and leasehold Council occupied buildings. Responsible for the Education property portfolio, the Asset Management Surveyor will formulate and agree portfolio asset plans that meet the organisation’s objectives. The Asset Management Surveyor provides corporate real estate services and advice to the Council and acts as commissioner and intelligent client to effectively and efficiently deliver asset plans and a programme of professional property casework.

The Council’s Property Services Business team is responsible for the management, investment and operation of the Council’s property assets in order to ensure that the Council’s land and buildings are fully supporting our service needs. Within Property Services the Strategic Asset Management team are commissioning services and dedicated to the strategic vision of the estate. Role Purpose We are looking for an experienced and enthusiastic individual to work within a small team of Asset Management Surveyors. The Asset Management Surveyor for Education will manage the maintained schools portfolio and will provide support for other schools such as Academies. The purpose of the role is to: ● provide corporate real estate services and advice to formulate and agree Education portfolio asset plans that meet the organisation’s objectives. ● act as commissioner and intelligent client to effectively and efficiently deliver asset plans ● deliver a programme of professional property casework Role Responsibilities Formulate, agree and deliver portfolio asset plans. Work effectively and build relationships with partners and colleagues at all levels within and outside the organisation to identify corporate requirements and interpret these to formulate the asset plan for the allocated property portfolio. This will include working closely with stakeholders to support activities to ascertain requirements for school places. Commission, consult and develop information to formulate asset plans for the portfolio lifecycle including detailed 3 year plans for property management, facilities management and construction services. Agree and obtain approval for asset plans which include schedules, costs and resources with supporting information, for example condition reports, occupier workplace strategy, etc. Prepare asset plan delivery strategies, presentations, reports (Cabinet and/or Board), option appraisals, business cases and other documents identifying objectives / benefits, solutions, analysis and recommendations. Deliver asset plans including multiple property transactions, services and projects, providing expertise and knowledge to project monitor acting as intelligent client. To apply your knowledge and experience to deliver casework regarding Landlord and Tenant, investment and leasehold property management. Prepare, agree and issue (via commissioned services where appropriate) project

execution plans covering matters such as project governance, objectives, schedule/ programme, budget and risk. Collaborate with other Asset Management Surveyors to deliver economies of scale and identify and manage cross portfolio dependencies and interdependencies. Commissioner Establish approved procurement routes to commission property and legal professional services, hard and soft facilities management services, compliance and construction services Prepare specifications (with specialist advisors where appropriate) and contracts for the procurement of services and goods. Manage internal and external service level agreements/contracts and key service/ contract relationships, ensuring the quality of service, performance, compliance and value for money. Risk Management and Performance To identify and report risks to the delivery of the asset plans and casework, propose mitigations and monitor the implementation of those mitigations. Monitor and report performance against pre-defined benefits, forecasts, benchmarks and targets and make recommendations for assets. Financial Management Prepare financial forecasts for capital and revenue spend/income for the portfolio, managing budgets including regular forecasting, monitoring and reporting. To manage rent roll payments/collections, invoices, purchase orders, payments and other day-to-day matters with support from the Assistant Surveyor and Office Manager. Other Occasionally deputise for the Asset Management Team Leader Collaborate with and support Programme Managers where projects are identified as critical or have dependencies upon the delivery of successful programmes. Travel widely within and around Warwickshire to undertake inspections, meet with stakeholders, agents and such like. To undertake continuous professional development to maintain professional status and to share knowledge and information with the team to identify and achieve best practice. To occasionally attend evening meetings such as public consultation and forums. To represent Warwickshire County Council as required including court, arbitration, proceedings etc.
