JLL Planning – North: Case Studies DIO Ripon • Acted for the Defence Infrastructure Organisation, in promoting the allocation of Deverall, Claro and Laver Banks Barracks in Ripon for mixed use development within the Harrogate Local Plan review and the emerging Ripon City Neighbourhood Plan. • We successfully promoted the site for up to 1,300 new homes and circa 2 hectares of employment land, along with a new school, playing fields, district centre and public open space. • We successfully increased the overall number of dwellings by more than 50% and reducing the employment land allocation to around one fifth of the initial proposals tabled by Harrogate Council. • The Planning and Development Team led a project team, which included the production of a number of detailed technical studies to form the evidence base which supported the allocation of the site and sought an integrated and sustainable urban extension of the City of Ripon.

Leeds City College, Mabgate • JLL is lead planning advisor across Luminate Education Group’s Yorkshire estate advising and delivering planning permissions for both further and higher education. • Outline planning permission granted for the delivery of a new campus at Mabgate Leeds. • Over 25,000sq m of new floorspace including a mix of open market housing (112 units) and/or student accommodation (216 units), education, sports and commercial space. • JLL co-ordinated the multidisciplinary team, negotiated with the s106 obligations ranging from sustainable travel and public open space to housing mix and local job delivery. • Currently preparing reserved matters applications for the first phase of development.

Disabilities Trust and HBD, York •

JLL were appointed to find a site and give planning advice for a new 50,000sq ft Acquired Brain Injury Hospital in York. • Working to a tight deadline, JLL submitted the pre application and planning application, working closely alongside the developer (HBD) and end user (DT). • As a result, a brownfield site was secured including detailed planning permission within a Conservation Area and opposite the grade II listed former Terrys Chocolate Works main building • A Planning Performance Agreement was negotiated to ensure local planning officers committed high quality advice and within a timely manner. • Permission granted two weeks ahead of target date with unanimous support by the planning committee.

Lime Trees, York • Planning advisor to NHS Property Services in support of future disposal of former healthcare facility. • Assessment of site and instruction of various surveys and reports to support the release of the site from the Green Belt including LVIA in the emerging York Local Plan and the redevelopment of the site for residential and/or care home use. • Representations submitted for the removal of the site from Green Belt as part of the Local Plan Key Evidence and Supporting Documentation consultation in May 2021

Mulbury Homes/ Your Housing Group, Wigan • Planning permission granted for 40 dwellings on a part brownfield/greenfield site of former pub. • 100% affordable housing, split: 50% Rent to Buy:50% Shared Ownership • Viability assessment submitted in negotiating s106 agreement. • s106 set out triggers for open space contribution paid for any units that revert to open market housing within a five year cap as well as TRO costs.

• Submission of Pre-Application Advice request to City of York Council to determine the potential for the site to be redeveloped were it to remain in the Green Belt. Submission supported by high-level masterplanning work, massing and LVIA. • Support the marketing of the site to developers in Q1 2022.

Sutton, St. Helens • Following viability assessment of a longstanding distribution depot in St Helens allocated for industrial use, JLL identified, the site could not be demolition, remediation and 352 dwellings with associated open space and green infrastructure. • Demonstrated employment land loss case and affordable housing not viable. • JLL disposed of the site to Bloor Homes. • JLL retained by Bloor Homes and currently progressing reserved matters application. redeveloped for future employment use. • Outline planning permission granted for

Honeywell, Helsby • Acting on behalf of Honeywell UK planning permission was approved by Cheshire West and Chester Council for the demolition of existing buildings and the erection of 241 dwellings and apartments with access road and associated external works. • The Planning application was approved in November 2021 at Planning Committee following which a Section 106 relating to education , open space and health care provision was negotiated and concluded. • Following advice from Counsel the scheme was supported by Officers and overcame objections from the Council in respect of loss of employment land, air quality and flood risk.

DIO, Catterick JLL are appointed, as Strategic Property Advisor (SPA) to deliver the Defence Estate Optimisation (DEO) Programme. The SPA role is to assist DIO to dispose of surplus MOD land to optimise disposal receipts. The role requires JLL to prepare identified sites, which will ultimately become surplus to the MOD for disposal, working with DIO Acquisitions & Disposals Team. JLL are advising on a number of sites within Catterick garrison which have been identified for disposal; our advice includes:- • Town Planning advice to enhance the value of disposal assets. • Prepare sites for disposal and manage the disposal process of the operational assets that will ultimately become surplus to the MOD, through to the completion of a transaction and monitoring the development delivery.

Akzo Nobel, Stafford • JLL was instructed for the promotion of 62 hectares of greenfield land for residential development. • Promotion was made through the planning process, which included a series of Local Plan representation and appearing before the Inspector at Local Plan examination. • The site was allocated for housing in the adopted Local Plan. • Planning permission was secured for 1,109 residential units alongside a district centre, school and elderly accommodation as well as s106 negotiations.

The Role Dynamic and creative Director of Planning within JLL's Leeds office to service Yorkshire and the North East. Objectives To grow a new team; and deliver planning advice including planning permissions, masterplans, and strategic land delivery through local development plans. Job Description • This is a key appointment for JLL Leeds as we seek to grow the regional team and function as a joint Northern Planning and Development team. This means collaborating with our Development colleagues and Manchester Planning Team as one business unit and equally closely with our Residential Land team. • The Northern Planning Team is hard working and fun loving with an extensive breadth of skills and clients across the North of England. • Revenue Generator within the Leeds office to lead a planning team serving Yorkshire and the North East. Responsible for delivering planning permissions, working on major planning projects including masterplans and strategic land delivery through local development plans. • Under the One JLL approach, the planning team works with and across multiple business lines including residential land, net zero carbon, sustainability, and project management teams to name a few.

Person Specification • The candidate should be knowledgeable and experienced in major mixed use, residential and commercial development. • Experienced in dealing with complicated projects including expert witness for appeals and development plans; s106; affordable housing; negotiations etc. • MRTPI qualified. • circa 10 years • Active planner in the Yorkshire and NE markets; good relationships with existing client base and good local authority contacts across the region would be beneficial. • Well recognised and good reputation in the regional market. • Prepared to work with multidisciplinary teams at JLL including residential, development, sustainability, valuation etc. • Commercially minded and strong team worker. Organised, approachable, team player.
