JLL Planning – North: Case Studies DIO Ripon • Acted for the Defence Infrastructure Organisation, in promoting the allocation of Deverall, Claro and Laver Banks Barracks in Ripon for mixed use development within the Harrogate Local Plan review and the emerging Ripon City Neighbourhood Plan. • We successfully promoted the site for up to 1,300 new homes and circa 2 hectares of employment land, along with a new school, playing fields, district centre and public open space. • We successfully increased the overall number of dwellings by more than 50% and reducing the employment land allocation to around one fifth of the initial proposals tabled by Harrogate Council. • The Planning and Development Team led a project team, which included the production of a number of detailed technical studies to form the evidence base which supported the allocation of the site and sought an integrated and sustainable urban extension of the City of Ripon.

Leeds City College, Mabgate • JLL is lead planning advisor across Luminate Education Group’s Yorkshire estate advising and delivering planning permissions for both further and higher education. • Outline planning permission granted for the delivery of a new campus at Mabgate Leeds. • Over 25,000sq m of new floorspace including a mix of open market housing (112 units) and/or student accommodation (216 units), education, sports and commercial space. • JLL co-ordinated the multidisciplinary team, negotiated with the s106 obligations ranging from sustainable travel and public open space to housing mix and local job delivery. • Currently preparing reserved matters applications for the first phase of development.

Disabilities Trust and HBD, York •

JLL were appointed to find a site and give planning advice for a new 50,000sq ft Acquired Brain Injury Hospital in York. • Working to a tight deadline, JLL submitted the pre application and planning application, working closely alongside the developer (HBD) and end user (DT). • As a result, a brownfield site was secured including detailed planning permission within a Conservation Area and opposite the grade II listed former Terrys Chocolate Works main building • A Planning Performance Agreement was negotiated to ensure local planning officers committed high quality advice and within a timely manner. • Permission granted two weeks ahead of target date with unanimous support by the planning committee.
