The Mayor’s Message
Dear Residents, I am privileged to share the 2025 State of the City message with you, reflecting on a year of collaboration, innovation, and progress. This year, we have introduced a new layout for the State of the City booklet, transitioning from department-specific updates to focusing on the city’s achievements in key areas that define effective governance. These focus areas— fiscal responsibility, public safety, infrastructure improvements, economic development, community engagement, and innovative partnerships—serve as the foundation of our efforts to provide outstanding services and amenities to the residents of Beachwood. As a community, we can take pride in several significant accomplishments that highlight our dedication to these priorities. With the partnership of city council, my administration has made a strategic investment in Beachwood’s future by purchasing the Fairmount Temple property. Following substantial community engagement and strong resident support, we are moving forward with a residential housing development on the site. This project is an essential step in meeting the needs of our community while maintaining the character that makes Beachwood such a special place to live.

This past May, we celebrated the grand opening of the city’s new playground. This vibrant, welcoming space is becoming a favorite destination for families and children. The playground fosters community connection and active play and exemplifies our commitment to enhancing the quality of life and creating safe, enjoyable spaces for all. A significant milestone in public safety this year was my appointment of Chief Dan Grispino to lead the Beachwood Police Department. Chief Grispino has seamlessly transitioned into his new role, demonstrating exceptional leadership and a progressive vision for the department’s future. His dedication reflects our commitment to public safety, building trust, and maintaining Beachwood as a safe and secure community for all residents. Your safety is our highest priority, and under Chief Grispino’s guidance, the department is working adamantly to protect and serve with integrity and excellence.
These accomplishments result from a thoughtful, forward-looking approach embraced by Beachwood’s city leadership. By working collaboratively, we strive to advance initiatives that serve the best interests of our residents while preparing for future challenges and opportunities. Dear Residents, At the start of 2024, we on Beachwood City Council set a clear and ambitious goal: to make this a year of action and progress. I’m proud to say we delivered, and it wouldn’t have been possible without the dedication and teamwork of my council colleagues, Mayor Berns, and his administration. We listened to and acted on the real concerns of our residents, including taking a stand against the boycott, divestment and sanctions against Israel (BDS) resolution put in front of our county council, investigating outdoor warning sirens and other emergency notification methods, adding more lighted crosswalks to protect our pedestrians, and collaborating with the members of our community who wanted single-gender swimming sessions, so they too could enjoy our pool. One of our most significant achievements this year was our collaboration with Mayor Berns on the forward-thinking investment in acquiring the Fairmount Temple property — a once-in-a-lifetime opportunity to shape Beachwood’s future. To ensure the development reflects the community’s vision, we actively sought resident input, creating an inclusive process for decision-making. In a community-wide survey and at a well- attended public meeting, our residents made it clear that they want new housing at the Fairmount site, so that’s the direction we’re going. City Council and the Mayor also got the ball rolling on streetlights in our neighborhoods by launching a solar street lighting pilot. Pending the results of the pilot program, solar streetlights have the potential to reduce light pollution, and, over their lifetime, create substantial savings in utility costs. None of this would have been possible without the support of Beachwood’s residents. It’s your hard work that has made our city what it is today. Your engagement, feedback, and commitment to our city have been instrumental in building a robust foundation for a safe, thriving, and strong community. Innovative Infrastructure Initiatives The City of Beachwood exemplifies its progressive spirit by continually seeking innovative ways to enhance resources for residents through a focus on public safety, sustainability, and accessibility.
Sustainability Through a partnership with Rust Belt Riders, the city now offers residents a free composting service, helping reduce food waste and promoting environmental responsibility. Since its launch, 274 Beachwood households have signed up and diverted 41,578 pounds of composting material from local landfills. Accessibility To address parking challenges near the playground, BFAC, tennis, and pickleball courts, the city constructed a path connecting the Community Center to the pickleball courts. The city also installed a temporary back entrance gate to the pool, improving access and easing congestion. Technology
The IT department implemented Frontline software, enabling online requests for overnight parking and vacation checks. At the same time, the Community Services Department introduced an online registration system for Beachwood Camp programs, streamlining processes for families and staff. Public Safety The city installed flashing beacon crosswalks at key intersections, including Fairmount and Shakercrest Boulevards, George Zeiger Drive, and Fairmount Boulevard near the Beachwood Family Aquatic Center. These initiatives reflect Beachwood’s commitment to innovation and community well-being.
Expanding Access & Education The City of Beachwood is dedicated to enhancing its infrastructure and educational facilities for the community’s future. The completion of Phase Two of the Road Project, including Wendover Drive, Timberlane Road, Letchworth Road, and Fire Station Drive, was finished on schedule and under budget, showcasing efficient planning. In education, final site plan approval was granted for two new elementary schools, Bryden and Hilltop, set to open in early 2026. Additionally, preliminary plans were approved for expanding Fuchs Mizrachi School, which will add three building extensions and four new play areas.

Public Safety
The safety and security of Beachwood’s residents are the highest priority for city leadership. By implementing proactive preparedness measures, equipping safety forces with advanced training, technology, and resources, and enacting thoughtful legislation, Beachwood remains committed to delivering the highest standards of public safety to effectively and efficiently meet the community’s needs.
Innovating Public Safety for a Stronger Community
Response Ready The City of Beachwood prioritizes public safety by ensuring city safety services’ have access to top-tier equipment, training, and resources to respond to emergencies effectively. The Beachwood Police Department is leading the way with innovative upgrades, including the acquisition of its first all-electric vehicle, a Ford Mach-E Mustang. This eco-friendly addition outfitted for traffic enforcement, marks a milestone for the police department and the city fleet. Beyond its operational role, the Mach-E will play a part in community engagement by appearing at city events. Further strengthening the department’s capabilities, three Ford Explorers will be replaced in the patrol fleet, and a 2025 Ford F-150 has been added to the traffic bureau for efficient deployment of speed trailers, traffic signs, and generators.
Meanwhile, the Beachwood Fire Department has enhanced its emergency response capacity by adding a new ambulance, bringing the city’s fleet to five ambulances to better meet service demands. In addition to fleet upgrades, Beachwood is advancing its video technology. The police department is upgrading officer body cameras to ensure the highest standards of accountability and transparency.
The Information Technology Department maintains 357 security cameras strategically placed at public buildings and intersections, ensuring optimal monitoring and data storage.
The Beachwood Fire Department earned the 2024 American Heart Association Mission: Lifeline EMS Bronze Award for excellence in heart attack and stroke care, highlighting its expertise in managing time-sensitive, life-threating emergencies.

Public Safety Policy The City of Beachwood’s legislative efforts are enhancing public safety and protecting its community through thoughtful policymaking. City Council recently amended the dangerous and vicious dog ordinance to align with the Ohio Revised Code and state laws. These updates provide clearer definitions and introduce additional precautions for handling dangerous or vicious dogs, ensuring the safety of residents and pets alike. Notably, the amendments avoid imposing restrictions - as required by state law, focusing instead on behavior-based standards. In another proactive measure, City Council voted to amend Beachwood’s Planning and Zoning Code to include the commercial cultivation, processing, distribution, or sale of adult-use recreational cannabis as a prohibited use, prioritizing the city’s values and public welfare. Beachwood has strengthened its support for crime victims through the implementation of Marsy’s Law requirements. The City Prosecutor, in coordination with the police department, ensures that victims’ rights are upheld by personally engaging with victims at every stage of the legal process, from the initial case review to plea and sentencing discussions.

Resources for Success The Beachwood Economic Development Department continues to lead proactive initiatives to bolster the city’s economic growth. One standout achievement is the creation of the One-Stop Business Resource Center, designed to provide concierge-level services and targeted support to meet the evolving needs of local businesses.
Furthering its mission, the department established a Community Improvement Corporation (CIC) to implement a holistic approach to economic development. Guided by a board of directors, the CIC forms specialized committees, including the Innovation Committee, which focuses on nurturing a thriving ecosystem for business commercialization, innovation, technology, research, and development.

The city achieved these strategic investments without impacting city services, a testament to Beachwood’s judicious financial management and commitment to advancing the quality of life for its residents.
The City of Beachwood exemplifies economic success through innovative financial strategies that benefit residents, businesses, and the community as a whole. A prime example is its groundbreaking agreement with the Beachwood School District. Under this three-year program (ending in 2027), the city paused collections on 1.4 mills from its charter millage for the schools, providing over $2 million in additional funding annually. This collaboration eliminated the need for a property tax increase, preserving affordability for homeowners and businesses while enhancing the district’s infrastructure.
Additionally, Beachwood leveraged its substantial financial reserves to seize a once-in-a-lifetime opportunity: the $8 million investment to purchase the Fairmount Temple property. This 17-acre site will be transformed into a residential community allowing residents to age in place. This investment addresses the city’s evolving housing needs while strengthening its economic foundation.
Financial Transparency
Beachwood maintained its Aaa rating from Moody’s which is the highest possible rating . This rating indicates city finances are well-managed and empower Beachwood to borrow funds at lower interest rates.
In 2024, the City of Beachwood was recognized for its commitment to fiscal responsibility and government transparency. The Independent Auditor’s Report for 2023, prepared by Charles E. Harris & Associates, issued the city an unqualified opinion—the best audit opinion a city can receive, indicating no compliance issues or material findings. Additionally, Beachwood received the Highest Achievement in Open and Transparent Government Award from the Ohio Auditor of State, honoring its exceptional practices that exceed legal requirements. These accolades highlight Beachwood’s dedication to the highest fiscal and operational transparency standards.
Investing in Retention Beachwood secured Eaton Corporation’s presence in Northeast Ohio with a 25% Job Creation Tax Credit, capped at $10 million over 15 years. In 2025, the city fulfilled this commitment, helping retain Eaton’s headquarters and supporting economic growth. Now valued at over $124 billion, Eaton remains vital to the local economy. With the tax credit ending, Beachwood will begin receiving direct tax revenue from Eaton in 2026, reinforcing its strategic investment in business retention and long-term prosperity.

Shaping Beachwood’s Future Together
Carriage Lighting & Solar Street Light Pilot Programs Beachwood continued its efforts to enhance residential street lighting with several initiatives, starting with the Carriage Lighting Pilot Program. This program allowed homeowners to install carriage lights with city reimbursement. However, mixed feedback highlighted concerns
about insufficient lighting, aesthetic preferences, and maintenance responsibilities. As a result, Beachwood is now initiating a solar street lighting pilot program. This initiative aims to address the limitations of the previous program while prioritizing environmental sustainability and cost-effectiveness.
Nearly 70% of residents desire streetlighting, and the city is making every effort to find a practical, cost-effective solution .

This responsive solution significantly reduced access issues and gained a following from nearby communities dealing with similar concerns.
Since launching in mid-August, nearly 700 reservations have been made, totaling over 940 hours of resident- reserved play.

Amplifying Public Safety Initiatives The City of Beachwood is taking significant steps to enhance public safety. The Beachwood Police Department is ramping up traffic enforcement efforts, with its traffic bureau prioritizing main thoroughfares, school zones, and high-traffic intersections to ensure safer roadways for residents and visitors.
In addition to enforcement, the department is investing in leadership development by enrolling supervisors in the prestigious Police Executive Leadership College (PELC),
equipping them with the skills needed for higher leadership roles. Promotional exams scheduled for early 2025 will pave the way for one Sergeant and one Lieutenant promotion. Following these promotions, the department will restructure its leadership to include two Lieutenants overseeing two shifts each, enhancing internal communication and operational efficiency. On the fire safety front, the Beachwood City Council has approved the purchase of a new ambulance to bolster the fire department’s emergency response capabilities. While the vehicle is expected to be in service by 2026 due to long lead times, this addition reflects the city’s commitment to proactive planning for residents’ safety and well-being.
Expanding Recreation Offerings A new monthly breakfast series, Breakfast Bites & Insights, will create a dedicated forum for Beachwood’s 55 and better residents to engage with city leaders. These gatherings will provide opportunities to discuss ongoing initiatives and explore innovative ways to serve Beachwood’s senior population. Safety and efficiency upgrades are underway at the Beachwood Family Aquatic Center (BFAC). A new, safer 3-meter diving board, complete with railings, a tiered staircase, and landings, will enhance accessibility for divers. Additionally, the installation of new pool pumps will improve the efficiency of BFAC’s filtration system, ensuring a better experience for all swimmers. A new concession stand operator will oversee food and beverage services at BFAC, freeing up Community Services staff to focus on expanding other recreation programs. For active residents, the city will launch sand volleyball leagues catering to players of all skill levels. These leagues aim to provide a fun and competitive outlet for recreation and connection. Meanwhile, playground pop-up events will occur throughout the year, bringing families together and promoting a greater sense of community.
Enhancing Community Engagement The City of Beachwood is making innovative strides in engaging with residents for 2025, launching new initiatives to support local businesses and create familiarity with our safety services team. Under Chief Grispino’s leadership, the Beachwood Police Department is revitalizing its Coffee with a Cop program, an initiative designed to encourage open, informal conversations between officers and residents. This program not only strengthens trust and transparency but also serves as a cornerstone for meaningful community engagement, bridging the gap between law enforcement and the people they serve. The city’s One-Stop Business Resource Center now features a One-on-One Business Consulting Program. Developed in partnership with the Small Business Development Center (SBDC), this program offers personalized mentorship, education, and consulting services tailored to meet the unique needs of local entrepreneurs and small businesses. With a focus on providing the tools and guidance necessary to achieve growth and sustainability, this initiative empowers Beachwood’s business community.
