KEY RESPONSIBILITIES

Collaboration and Communication • Lead internal meetings, working groups and sub-committees at an operational service level to influence governance, organisa- tional policy and standards for the service. • Develop long term relationships with senior stakeholders to en- sure effective and valued out- comes. • Develop and encourage mutually beneficial internal/external work- ing relationships. • Identify and develop opportuni- ties for communities of practice and knowledge sharing. Governance and Oversight • Promote and develop a deep understanding of organisational policy and regulations. • Manage quality and regulatory audit process. • Provide advice to stakeholders regarding compliance and regu- lations where there is significant complexity and/or appropriate assessment of risk required. • Horizon scan to understand emerging legislation and regula- tion and propose the University’s response to these changes. • Accountable for ensuring pro- cedures and policy meet all re- quired legislative or regulatory standards. • Ensure a safe and secure work environment; take responsibility for health and safety consider- ations through the completion and implementation of risk as- sessments . Planning and Organisation • Responsible for the operational and strategic planning for their area that is likely to involve co- ordination and integration with broader directorate planning. • Significant input to long term strategic planning. • Lead project scoping, initiation, planning and implementation for large scale/University wide initia- tives. Specialist Contribution • Act as a recognised practition- er within own specialist area or discipline, shaping activities, pro- cesses and systems. • Design and deliver training ses- sions in relation to own subject area to the broader team and/or the University. • Provide expertise to maintain and/or develop the systems and processes to support compliance with legislation, statutory duties and to facilitate the delivery of ef- fective services. • Provide expert professional subject knowledge and prob- lem-solving skills, sharing knowl- edge with the team or wider Uni- versity population as needed. • Apply technical expertise/analysis to high-level problem resolution, provide technical judgement to guide decision making. • Act as a specialist point of con- tact for dealing with complex data and information sources, providing interpretation and anal- ysis.

ROLE SPECIFIC

(Role holders will be required to un- dertake some or all of the duties be- low) Role Specific Responsibilities • Lead strategic projects and infra- structure projects on behalf of the Directorate. • Take operational responsibility for the effective delivery of capital projects from inception to com- pletion and occupation. • Develop specific areas of the specifications and design, in- tended to inform contractors of development standards and re- quirements of the University of York. • Ensure that the organisation complies with and meets best practice in relation to Health & Safety Procedures and other rel- evant legislation. • Ensure that new buildings are handed over to the University of York as a client, to the required standard and with appropriate documentation. • Ensure that potential for defects liability is reported within the agreed period and that appropri- ate action is taken in accordance with the reports. • Lead and manage Project Man- agers and Assistant Project Man- agers in the delivery of projects.

Substantial industry experience of working in a lead Project Manager role across refurbishment and new build projects up to £45m in value. Strong commercial and financial acumen with experience of managing contracts and budgets, including reporting on budgets for projects. Experience in the procurement and management of external delivery partners (such as consultants and contractors) in the delivery of projects. Possessing relevant professional qualification and technical background in a con- struction, architecture, surveying, engineering or related discipline.
