The Senior Programme Manager will provide commercial and technical assurance across the portfolio of Estates Development projects that emanate from the Integrated Infrastructure Plan. The role will have responsibility for the smooth coordination of the programme of work, and for ensuring the quality standards are met across variables including design, sustainability, cost, programme and health & safety. Projects vary from complex refurbishment projects through to major redevelopment and new build schemes. The role also offers the chance for an individu- al to gain enhanced leadership experience, with responsibility for leading and managing the Cost Manager. To support the realisation of the University Strat- egy we have embarked on a major new invest- ment programme in our physical and digital infrastructure, the £500m Integrated Infrastruc- ture Plan. This will see several seminal projects to support our Transformational Initiatives, in- cluding a new iconic Student Centre at the heart of the campus, a new home for the School of Physics, Engineering and Technology (PET), and a world-class building to accommodate the new Department of Architecture. This investment and the associated projects will also be integral to the delivery of the University’s Sustainability Plan, achieving a pathway to net zero by 2030. To enable the delivery of the Integrated Infra- structure Plan we are seeking to appoint to sev- eral important posts within the Estates Develop- ment team.

The Directorate of Technology, Estates and Facilities [DTEF] is responsible for ‘providing out- standing work, study, research facilities, and facilities to en- hance the student experience, on campus and online’.

Our directorate consists of three sections which are:

Technology IT Infrastructure: Networks, Fac- ulty IT and Security, Systems, Desktop and Print. Digital: Software, Projects, BA/ change management. Estates Estates Operations: Asset Man- agement, Policy & Assurance, Operations & Maintenance. Estates Development: Estates Programmes, Projects, and DTEF Engagement. Facilities Campus Services: Facilities, Ad- min. & Customers, Accommo- dation & Room Bookings Commercial Services: Retail, Catering, Conferences, Nursery, Copy & Print, York Sport, York Science Park Ltd & Guildhall.

• setting out the vision, Campus Devel- opment (Campus for the Future) frame- work, estate strategy and design stand- ards for the campus; • forms and manages the programme of investment projects, including for new buildings, infrastructure and the refur- bishment of existing assets to meet the needs of the University. Campus Services Campus Services oversees a range of criti- cal resources to deliver a great experience for students, staff and hosted businesses: • ensuring the efficient allocation of Uni- versity space through managing the Uni- versity’s residential accommodation ser- vice, learning spaces (timetabling, room bookings and audio visual technology), space audit and space planning activity; • providing effective facilities services in- cluding cleaning, travel and mail room services; • leading customer relationship teams, through operating a range of receptions, and the Facilities Helpdesk; • ensuring that teams within Campus Ser- vices support the best possible decision making across DTEF.

Our role is to provide services and facilities to the core business of the University and wider community. We monitor service lev- els ensuring that we deliver these safely, to a high quality, and in a timely manner to meet the University’s operational needs.

THE ROLE

Areas of Service Delivery

Estates Operations Estates operations are responsible for pro- viding a fit for purpose estate, ensuring: • Well-planned operations and mainte- nance of the University’s buildings and grounds, while meeting environmental sustainability objects; • The efficient provision of requisite infra- structure and utility supplies; • That the University’s estate meets health, safety and other legal requirements; • The effective management of the Uni- versity’s property portfolio. Estates Development Estates Development leads the sustainable development of the campus, including:

MAIN PURPOSE OF THE ROLE The Senior Programme Manager will provide commercial and technical assurance across the portfolio of Estates Development projects that emanate from the Integrated Infrastructure Plan. Projects vary from complex refurbishment projects through to major redevelopment and new build schemes.

The role also offers the chance for an individual to gain enhanced leadership experi- ence, with responsibility for leading and managing the Cost Manager.

KEY RESPONSIBILITIES (Role holders will be required to undertake some or all of the duties below) Role Specific Responsibilities • Overseeing the delivery of the cap- ital programme, working closely with the Principal Architect and Senior Project Manager to ensure that a coherent programme of projects is planned and delivered. • Ensuring that quality standards are met across all projects for aspects including design, sustainability, cost, programme and health & safety. • Take programme level oversight and governance responsibility for the effective delivery of capital projects from inception to com- pletion and occupation. • Lead on the reporting of the sta- tus of projects and the overall pro- gramme. • Ensure the appropriate processes and supply chain arrangements are in place for the delivery of the programme. • Ensure that the organisation com- plies with and meets best practice in relation to Health & Safety Pro- cedures and other relevant legis- lation. • Lead and manage the Cost Man- ager. • Working with the Cost Manager, lead on planning, managing and reporting on financial elements of the programme. University of York Responsibilities for Grade 8 Service and Operational Delivery • Through effective leadership, es- tablish a clear vision and set of goals for the service delivery team. • Ensure that appropriate manage- ment systems are in place to sup- port the team and enable them to effectively deliver current and fu- ture service requirements. • Lead delivery of a substantive and/ or complex range of services. • Engage with key stakeholders to influence opinion, delivery and reputation of services. • Monitor, evaluate and provide feedback on the performance of the operational area and take nec- essary action to improve the ser-

vice, including identifying training needs for the team. • Horizon scan to identify opportu- nities to improve the efficiency of service operation. • Provide support and encourage- ment for members of the team through effective leadership; demonstrate compassion and give advice on commonly occur- ring wellbeing issues Continuous Improvement • Lead on the design, implementa- tion and monitoring of policy and quality standards, procedures and systems ensuring effective work- ing and continuous improvement. • Engage in external networks or partnerships to identify and influ- ence potential opportunities for service or operational delivery im- provements. • Apply leadership and expertise to identify, understand and resolve significant, longer term or com- plex problems. • Lead continuous development of self and team to ensure ongoing and future breadth and strength of capability and knowledge, organ- ising bespoke training or develop- ment opportunities for the team. Specialist Contribution • Act as a recognised practitioner within own specialist area or disci- pline, shaping activities, processes and systems. • Design and deliver training ses- sions in relation to own subject area to the broader team and/or the University. • Provide expertise to maintain and/ or develop the systems and pro- cesses to support compliance with legislation, statutory duties and to facilitate the delivery of ef- fective services. • Provide expert professional sub- ject knowledge and problem-solv- ing skills, sharing knowledge with the team or wider University pop- ulation as needed. • Apply technical expertise/analysis to high-level problem resolution, provide technical judgement to guide decision making. • Act as a specialist point of contact for dealing with complex data and

information sources, providing in- terpretation and analysis.

ROLE SPECIFIC

Substantial industry experience of working in a Programme Management (com- mercial, cost, risk assurance, reporting) role across refurbishment and new build projects. Demonstrates strong technical skills, with an understanding of design quality, envi- ronmental sustainability and health & safety. Experienced of embedding technical assurance across a capital project/programme. Experience in the procurement and management of external delivery partners (such as consultants and contractors) in the delivery of projects. Possessing relevant professional qualification and technical background in a pro- ject/programme management, construction, architecture, surveying, engineering or related discipline.

Planning and Organisation • Responsible for the operational and strategic planning for their area that is likely to involve coordi- nation and integration with broad- er directorate planning. • Significant input to long term stra- tegic planning. • Lead project scoping, initiation, planning and implementation for large scale/University wide initia- tives.
