KEY RESPONSIBILITIES (Role holders will be required to undertake some or all of the duties below) Role Specific Responsibilities • Overseeing the delivery of the cap- ital programme, working closely with the Principal Architect and Senior Project Manager to ensure that a coherent programme of projects is planned and delivered. • Ensuring that quality standards are met across all projects for aspects including design, sustainability, cost, programme and health & safety. • Take programme level oversight and governance responsibility for the effective delivery of capital projects from inception to com- pletion and occupation. • Lead on the reporting of the sta- tus of projects and the overall pro- gramme. • Ensure the appropriate processes and supply chain arrangements are in place for the delivery of the programme. • Ensure that the organisation com- plies with and meets best practice in relation to Health & Safety Pro- cedures and other relevant legis- lation. • Lead and manage the Cost Man- ager. • Working with the Cost Manager, lead on planning, managing and reporting on financial elements of the programme. University of York Responsibilities for Grade 8 Service and Operational Delivery • Through effective leadership, es- tablish a clear vision and set of goals for the service delivery team. • Ensure that appropriate manage- ment systems are in place to sup- port the team and enable them to effectively deliver current and fu- ture service requirements. • Lead delivery of a substantive and/ or complex range of services. • Engage with key stakeholders to influence opinion, delivery and reputation of services. • Monitor, evaluate and provide feedback on the performance of the operational area and take nec- essary action to improve the ser-

vice, including identifying training needs for the team. • Horizon scan to identify opportu- nities to improve the efficiency of service operation. • Provide support and encourage- ment for members of the team through effective leadership; demonstrate compassion and give advice on commonly occur- ring wellbeing issues Continuous Improvement • Lead on the design, implementa- tion and monitoring of policy and quality standards, procedures and systems ensuring effective work- ing and continuous improvement. • Engage in external networks or partnerships to identify and influ- ence potential opportunities for service or operational delivery im- provements. • Apply leadership and expertise to identify, understand and resolve significant, longer term or com- plex problems. • Lead continuous development of self and team to ensure ongoing and future breadth and strength of capability and knowledge, organ- ising bespoke training or develop- ment opportunities for the team. Specialist Contribution • Act as a recognised practitioner within own specialist area or disci- pline, shaping activities, processes and systems. • Design and deliver training ses- sions in relation to own subject area to the broader team and/or the University. • Provide expertise to maintain and/ or develop the systems and pro- cesses to support compliance with legislation, statutory duties and to facilitate the delivery of ef- fective services. • Provide expert professional sub- ject knowledge and problem-solv- ing skills, sharing knowledge with the team or wider University pop- ulation as needed. • Apply technical expertise/analysis to high-level problem resolution, provide technical judgement to guide decision making. • Act as a specialist point of contact for dealing with complex data and

information sources, providing in- terpretation and analysis.

ROLE SPECIFIC

Substantial industry experience of working in a Programme Management (com- mercial, cost, risk assurance, reporting) role across refurbishment and new build projects. Demonstrates strong technical skills, with an understanding of design quality, envi- ronmental sustainability and health & safety. Experienced of embedding technical assurance across a capital project/programme. Experience in the procurement and management of external delivery partners (such as consultants and contractors) in the delivery of projects. Possessing relevant professional qualification and technical background in a pro- ject/programme management, construction, architecture, surveying, engineering or related discipline.

Governance and Oversight • Promote and develop a deep un- derstanding of organisational poli- cy and regulations. • Manage quality and regulatory au- dit process. • Provide advice to stakeholders regarding compliance and regu- lations where there is significant complexity and/or appropriate as- sessment of risk required. • Horizon scan to understand emerging legislation and regula- tion and propose the University’s response to these changes. • Accountable for ensuring proce- dures and policy meet all required legislative or regulatory standards. • Ensure a safe and secure work en- vironment; take responsibility for health and safety considerations through the completion and im- plementation of risk assessments. Planning and Organisation • Responsible for the operational and strategic planning for their area that is likely to involve coordi- nation and integration with broad- er directorate planning. • Significant input to long term stra- tegic planning. • Lead project scoping, initiation, planning and implementation for large scale/University wide initia- tives.
