But with Republicans in o‹ce, there tends to be fewer monies available for community-based, treatment and prevention services.” A licensed clinical social worker and licensed clinical alcohol and drug counselor, Andes served as Director of Alcohol & Drug Treatment for almost 10 years at e Bridge, a family service agency with o‹ces in Essex County. He has also been a clinical social worker at Newark Beth Israel’s Emergency Psychiatric Clinic.

He was a consultant at Christ Hospital (where he developed and evaluated several substance abuse treatment and prevention programs), State of New Jersey’s O‹ce of Public Defender (alternative to incarceration project), federal government (review of grant and contract proposals related to substance abuse and mental health services), and several community-based agencies in New Jersey and Washington, D.C. He is one of the authors for two treatment manuals: Substance Abuse Treatment and Family erapy, and Intensive Outpatient Treatment for Substance Abuse, both published by SAMHSA. Andes has bachelor's and Master of Public Administration degrees from Rutgers University; and Master of Social Work, and Doctor of Social Work degrees from Yeshiva University in New York City.
