Sentiment towards the exploration permit process has improved over the last 12 months, moving away from a record low observed last year. Some respondents noted improvements in the tenement application and approvals process, particularly when compared to coal, and appreciated the support received from Critical Minerals Queensland. However, others expressed frustration with bureaucratic hurdles, inconsistent decision-making, and the inability to directly apply for tenure when capital is available. These responses highlight a clear opportunity for the department to streamline processes, reduce red tape, and restore investor confidence in Queensland’s exploration framework ( see QRC’s 2024 Streamlining Report ).

Similar to the permit process category the outlook on land availability for exploration was significantly improved from the previous year. The department’s efforts to improve the land release framework and release new tenure for petroleum exploration and project expansion has undoubtedly contributed to this improvement. Respondents expressed a clear desire for more land to be made available for exploration and for the reinstatement of direct application pathways for tenure for coal and petroleum.
