The perception of cultural heritage impact was largely unchanged from last year and continues to be an impediment for explorers. Mineral explorers ranked this category as the 5th most significant barrier to their operations. Respondents expressed concern that cultural heritage regulations are overly costly, excessively time consuming and lacking transparency, with some describing the system as unpredictable.

Sentiment towards Native Title regulation declined this year, despite no major legislative changes. The negative sentiment appears to be from concerns that native title regulations contribute to delays and increased costs in the exploration process. Some stakeholders expressed concern that expectations in native title agreements may be disproportionately high for early-stage exploration activities.
