All respondents ranked environmental regulations very negatively, leading to the worst sentiment recorded in the 15-year history of the Scorecard. Outside of inflation-related cost concerns, environmental regulation is the most negative factor adversely affecting all Queensland explorers in 2024-25. Overall, respondents feel that the environmental approvals and regulation process is unnecessarily complicated, duplicative, time consuming and, at times, unfair on junior proponents conducting low risk activities. One respondent highlighted that over a 2.5-year period of planning to recommence copper mining and production, their company spent more on environmental compliance preparation than on technical preparation. This reflects frustration with the cost and ambiguity of the environmental regulatory process.

Pessimism regarding policy uncertainty persists for the 15th consecutive year, however there is ongoing improvement over the last three years. Policy uncertainty has contributed to eroded investor confidence, disrupted capital deployment, and undermined the feasibility of resource projects, prompting some companies to consider shifting investment to more stable jurisdictions. Committing to stabilising state policy is an opportunity for the Government to support the industry at a time when elevated policy uncertainty is affecting several international competitors.
