THE TEN

Things To Know in 2025

THE TEN

An Insider's Guide to Our Town

Phase 1 of Chanhassen's new Civic Campus, including City Hall and a Senior Center, opens late summer. This vibrant hub will enhance downtown with modern facilities and gathering spaces for all, partially powered by solar panels on the roof to support sustainability. Phase 2 of the Galpin Boulevard Improvement Project kicks off in the spring! Expect safer intersections, multi-use trails, roundabouts and upgraded stormwater systems as we continue to enhance this key corridor for drivers, cyclists and pedestrians alike. A new roundabout at Minnetonka Middle School West will reduce congestion and improve safety in the area. This improvement aims to create a smoother, safer experience for students, families and commuters. Chanhassen now has a public organics recycling drop-off at Feed My Starving Children (18732 Lake Drive E) thanks to a partnership with RecycleCarver. Reduce landfill waste by composting food scraps and soiled paper products—better for your wallet and the environment! June will be a fun month at the Chanhassen Fire Department! Safety Camp returns for 3 rd and 4 th graders and “Fishing with First Responders” debuts for ages 5-15 at Lake Ann. Learn safety skills or fish with local heroes—supplies provided, unforgettable experiences await!

Residents voted to support the Chanhassen Bluffs Community Center in 2024. In 2025, you’ll have opportunities to provide feedback and help shape the design for this exciting project. Stay tuned to make your voice heard!

Community Center Design

Civic Campus Opens 2025

The revamped Senior Center opens late summer as part of the new Civic Campus. Expect enhanced spaces, exciting programs and potentially a new name. Stay tuned for updates and new opportunities for Chanhassen’s 55+ community! Upper Riley Creek is being restored by the watershed district through a $3.3 million project to enhance the stream bed, channel and floodplain. This effort will improve habitat, promote diverse vegetation, reduce sediment and improve water quality in Lake Susan. In 2025, look forward to innovative tech upgrades like robotic lawn mowers, a robotic field line striper and remote lighting control for hockey rinks and pickleball courts— bringing efficiency and sustainability to Chanhassen's recreational spaces. Exciting changes are coming to downtown Chanhassen. In 2025, work will begin on transforming the former Chanhassen Cinema and Country Inn & Suites into a vibrant hub with 310 market-rate apartments, 14,000 sq. ft. of retail space (including dining and shopping options) and a brand new Prince mural!

AVIENDA & ROAD SAFETY

AVIENDA PROJECT UPDATE

What's the latest with Avienda?

The City has approved a master Planned Unit Development (PUD) for the development of a regional lifestyle center called "Avienda." Once fully developed, Avienda is planned to incorporate a wide variety of residential housing opportunities as well as commercial and retail businesses. To date, the City has approved development plans for detached townhomes and attached rowhomes. Both the townhomes and the rowhomes are being constructed by Charles Cudd Homes. The developer, Level 7 Development, is working on a regional stormwater plan for the Avienda development that will service the stormwater needs of a number of aspects of the overall development, including future commercial and retail development projects. As future development projects are proposed to be built within Avienda, the City will provide updates to the Avienda project page ChanhassenMN.gov/government/projects/private-development-projects/avienda . If you haven't already, please subscribe to the Avienda email subscription list to receive updates as they become available at ChanhassenMN.gov/subscribe

THE QUESTION I GET ASKED THE MOST IS...

"What is the City doing to improve traffic safety in Chanhassen?"

The one question I get asked the most revolves around traffic safety. We often receive inquiries and complaints about speeding vehicles or concerns regarding the safety of specific streets or intersections. These are tough questions to answer because, at the heart of it, is safety, which naturally is of the utmost importance to our residents, businesses and the traveling public.

Is something safe or not? And how do we measure safety? Traditionally, the metric is the number and severity of accidents. But if there are no documented accidents, does that mean it’s safe? Most often, safety—or the feeling of being safe—is an emotion, not grounded in data and metrics. That’s the rub and difficulty when answering these types of questions with the public. We need to take into consideration many factors when responding to traffic safety questions. Many times, the response we give is not the answer residents want to hear, but I can assure you that the City takes these inquiries seriously. Delivering a “safe” community is part of our mission statement, which means it’s inherently part our culture and part of the decision-making process in everything we do. The City created a Traffic Safety Committee (TSC) in 2021 to show our commitment to the importance of this topic. The TSC is not just a bunch of engineers in a room giving the same canned responses; it is made up of a broad panel of city staff from all departments. They provide recommendations on improvements and strategies to help with the traffic safety needs of Chanhassen. To learn more about the Traffic Safety Committee, please visit our website: ChanhassenMN.gov/departments/public-works/engineering-gis/traffic-concerns

FIRE & LAW

FIRE & LAW SAFETY TIPS

Downed Powerline Safety

With April being Severe Weather Awareness month, be aware of hazards presented by downed power lines. If you spot a downed power line in your yard or surrounding area, call 911 immediately. Then report the downed powerline to your local power company.

If you see a power line on the ground, don't assume that it is not energized or that it is insulated. Stay at least 10 feet away from the wire and secure the area to keep others away, too. If you discover a low or fallen line, do the following: » Consider all wires energized and dangerous. Even lines that are de-energized could become energized at any time. Observe the minimum approach distance of 10 feet. A live wire touching the ground can cause electricity to travel through the ground, radiating outward from the contact point. Stay clear! » Do not attempt to remove a tree limb or any other object from a power line. Electricity can travel through limbs, especially when they are wet. When cleaning up after the storm, make absolutely sure that no power lines are nearby before cutting or trimming damaged trees and removing debris from your property. » If a broken power line falls on your vehicle, stay inside the vehicle and use your cell phone to call for help. The vehicle can become energized; you are safer remaining inside until help arrives. Metal objects like fences and guardrails can also become energized if a downed power line contacts them. Warn others not to approach or touch the vehicle and have them call for help. » If you must get out of the vehicle because of fire or other life-threatening hazards, jump clear of the vehicle so that you do not touch any part of it and the ground at the same time. Jump as far as possible away from the vehicle with both feet landing on the ground at the same time. Once you clear the vehicle, shuffle away with both feet on the ground, or hop away with both feet landing on the ground at the same time. Do not run away from the vehicle as the electricity forms rings of different voltages. Running may cause your legs to "bridge" current from a higher ring to a lower voltage ring. This could result in a shock. Get a safe distance away. » If someone makes contact with a downed power line, don't try to rescue them because you risk becoming a victim yourself. Call 911 for help. Ride Smart: Information about Electric Assisted Bicycles on Roads and Trails

When spring and summer arrive, many people will enjoy the change in weather by utilizing

the impressive trail system, paths, sidewalks and roadways throughout Chanhassen. As electric assisted bicycles (e-bikes) gain popularity, the Carver County Sheriff’s Office would like to provide essential information about the rules and regulations surrounding e-bikes, including key differences between e-bikes and motorized bikes. Safety Tips for E-Bike Operators » Wear a helmet. Although it is not required, we strongly recommend wearing a helmet when operating an e-bike. » Follow traffic laws. As with traditional bicycles, e-bike operators must obey all traffic laws, signals and signs. » Be aware of your surroundings. E-Bikes can travel faster than traditional bicycles, so it is crucial to stay alert and anticipate movements of pedestrians and vehicles. E-Bikes (Minnesota Statutes 169.011 and 169.222) Has pedals attached to provide human propulsion 750-watt motor or less (cannot go faster than 28 MPH) There are three different classes (Class 1/2/3) Allowed on trails and sidewalks No permit or registration is required to operate Must be 15 or older to operate Motorized Bikes (Minnesota Statutes 169.223) Does not have pedals Headlight and taillight required Not allowed on trails or sidewalks Must be registered to operate on roadways The operator must have driver's license or Motorized Bike Permit Helmet required for operators under 18

WATER & NATURAL RESOURCES

BEING ECO-FRIENDLY IN 2025

What is Illicit Discharge? Illicit discharge is any discharge into the public storm sewer system that is harmful to the health or welfare of people, the environment, wildlife or surface waters. Illicit discharges into public storm water systems are prohibited by federal and state law. The City of Chanhassen is committed to identifying and reducing illicit discharge into its storm sewer system in order to protect our abundant natural resources including lakes, streams and wetlands. Public surface waters are sources of food and provide such recreational opportunities as swimming, boating and fishing, all of which can be negatively affected by any pollutants in stormwater. Illicit discharges include such items as: » Sediment coming from construction sites or other unstabilized (bare) ground » Yard waste (grass clippings/leaves) deposited into a storm drain

» Oil, grease, antifreeze or paint that is dumped or flows into a storm drain, including wash water from cleaning with chemicals » Sewage from broken sewer lines or overflow from private septic systems » Pesticides, herbicides and fertilizers Illicit discharges could be transitory (occurring once), intermittent (occurring a few minutes per day or a few days per year) or continuous (occurring almost daily) If you notice illegal or suspicious discharge into a storm sewer inlet or curb ditch — or if you notice any discharge that appears unnatural — you should report the problem in one of the following ways: » Call the City’s Engineering Division at 952.227.1160 » Call 911 if you suspect the issue requires immediate attention or is an illegal activity For more information, contact the City Water Resources Technician, Ryan Pinkalla, at rpinkalla@chanhassenmn.gov or at 952.227.1173.

TIPS FOR POST-HOLIDAY RECYCLING

Put in curbside bin or other drop-off sites. Cardboard, wrapping paper cores, plastics labeled 1, 2 or 5 that are baseball-sized or bigger, catalogs, mail envelopes (even the ones with the plastic-y ‘window’) and cartons (including soup, broth and juice cartons.)

Curbside Recycling Bin

Throw in the trash: Packing peanuts and styrofoam, bulky plastics, ribbons and bows, non-recyclable wrapping paper, paper plates, cups and napkins. (Napkins and paper towels can be thrown in with your organics recycling.) Accepted for free at Environmental Center: Christmas lights, Christmas trees (through the end of February), plastic bags, organics and scrap metal (such as old pots and pans that can’t be donated.)

Trash Bin

Carver County Environmental Center

New Organics Drop-off Location There is a new place to drop off your organics. Feed My Starving Children (18732 Lake Dr. E, Chanhassen) has an organics drop-off site open to Chanhassen residents. For more information, contact Environmental Resources Specialist Jamie Marsh at jmarsh@chanhassenmn.gov household items as lamps, vacuums and bikes. Find more information and event dates at: carvercountymn.gov/departments/public-services/environmental-services/reuse/fix-maintain » Bring uneaten, inedible food to organics drop-off sites. » Rent and borrow. Become a member of the Lending Library, borrow from neighbors and rent instead of buy. This will save you money and reduce stuff from ending up in the landfill. Help Reduce Waste in 2025 » Repair instead of replace. Fix-it Clinics are free events where volunteers can do small engine repairs and fix such common

Drinking Water Report As required by the Minnesota Department of Health, the City must prepare an annual drinking water report for its customers. This report contains information about the City of Chanhassen’s drinking water. The annual report is available online at ChanhassenMN.gov/WaterReport

Road Weight Restrictions Each year during the spring thaw (typically early March to mid- May), state, county and local highway authorities impose axle weight restrictions to protect their roadways. The two primary causes for premature deterioration of asphalt streets are weather and traffic. As the frost leaves the ground during the spring thaw, the gravel under the road has a high moisture content, which affects the load-carrying capacity of the asphalt pavement. Therefore, in order to prolong the service life of the streets and highways, axle weight restrictions are imposed during the spring thaw when roads are most susceptible to damage due to heavy loads. The start and end dates for seasonal limits vary based on annual temperature changes. Seasonal load limits in Chanhassen go into effect on the date determined by the Minnesota Department of Transportation (MnDOT).

Hydrant Flushing

To maintain a high level of water quality and appearance, Chanhassen utility crews flush water through our hydrants annually. This spring, crews will

open the hydrants and release the water to flow into the street or other open areas. This flushing clears out excess mineral sediment that may have accumulated in the water pipes. It also prevents stagnation in lesser-used parts of our water distribution system. Please contact Public Works at 952.227.1300 if you have questions about hydrant flushing.
