Octabuild launches 2026 awards

Octabuild has officially launched its all-island Builders Merchant Excellence Awards 2026, with builders’ merchants across the island invited to enter. Celebrating excellence within the builders’ merchant trade, the Awards recognise businesses and individuals who are setting high standards in operational performance, customer service, people development and innovation. The Awards have been refreshed for 2026 to reflect the realities of modern merchanting, with emphasis on sustainability, digital capability and people, alongside the core principles of operational and customer excellence. Three new awards have been introduced for 2026, Unsung Hero, Sustainable Business Excellence and Digital Excellence. Date set for SkillBuild NI 2026

SkillBuild NI 2026, an annual search for the top performers within construction apprenticeship and traineeship programmes across Northern Ireland, has been officially launched. Hosted by the Construction Industry Training Board NI (CITB NI) in partnership with Southern Regional College (SRC), this year’s regional heats will be held at SRC’s Greenbank Campus in Newry on May 19. The competition is designed to test skills, technique and ability within tight timeframes, identifying the top

performers in 11 different trade areas. Northern Ireland-based AM Consulting Engineers has acquired Coventry-based civil and structural engineering firm Bridges Pound Ltd. The move doubles the group’s workforce to 40 employees and further strengthens its engineering capability, while broadening its market reach across the UK and adding hotel, education and major infrastructure projects to its portfolio. The deal follows AM Consulting Engineers’ recent move to new headquarters at Jennymount Business Park, Belfast, as part of plans to increase staff numbers in the city over the next year, alongside further expansion of its Cork office. Established in 2021 as a specialist civil engineering consultancy, AM Consulting Engineers has since expanded its offering to include structural and geotechnical engineering, working across water, wastewater, transportation, building and infrastructure sectors. QUB Momentum One Zero gets underway

Henry Brothers, the main contractor for Queen’s University Belfast’s Momentum One Zero expansion, has commenced construction at Belfast’s Titanic Quarter. A key element of the £70m Belfast Region City Deal investment in digital innovation, the development will provide purpose-built laboratories, co-location space for industry partners, secure computing and testing environments and collaborative zones. Jody Wilkinson, Managing Director at Henry Brothers, said, “As a Northern Ireland-based contractor, Henry Brothers is committed to supporting projects

Loftlines Belfast achieves SBD Gold

Lady Pirrie House and Dargan House at Loftlines, Titanic Quarter have received Secured by Design (SBD) Gold, a police-backed UK standard that recognises homes built to high levels of safety and security. The SBD initiative aims to promote the creation of welcoming spaces through purposeful design and construction, with Gold representing the scheme’s highest standard.

Representatives from Loftlines, Titanic Quarter, GRAHAM Construction and Belfast Harbour Police receive the Secured by Design award from Michael Brooke, PCPI.

The award was jointly achieved by Watkin Jones, GRAHAM, Lacuna Developments and TODD Architects for Dargan House and Lady Pirrie House, the first completed residential building within the Loftlines development. Key design principles aligned with SBD standards were embedded from the outset, in consultation with Belfast Harbour Police, and carried through delivery. GT3 Architects, a UK practice with studios in Newcastle upon Tyne, Nottingham and London, has opened a studio in Belfast. Located in a co-working space in the city centre, the Belfast studio will offer workplace and interior design while also bringing a new sport and leisure specialism into the NI architecture scene. Leading the new location are senior architects Darren Breslin and Damien Graham, a long-standing duo and the driving force behind GT3’s expansion into the region. Damien, who is from Northern Ireland, has worked almost exclusively in sport and leisure architecture and is passionate about its long- term community value. Darren brings wide-ranging design experience from across the UK and Ireland, leading multi-use urban regeneration schemes such as the Guinness Quarter in Dublin and developing GT3’s expertise in emerging technologies such as AI. DfE backs Open Doors 2026

Economy Minister Dr Caoimhe Archibald has visited the Dundonald International Ice Bowl regeneration site to mark the launch of Open Doors 2026. Delivered by Build UK in partnership with Construction Futures in Northern Ireland, Open Doors will run from March 23 to 28, offering strictly pre-booked, behind- the-scenes visits to live construction sites, manufacturing facilities, builders’ merchants and training centres. The Department for the Economy has joined Construction Futures as a key partner for Open Doors in NI. Through

its Careers Service, the Department is encouraging people of all ages to consider construction as a modern, inclusive and future-focused career choice. NI’s first Open Doors week in March 2025 welcomed more than 500 visitors to over 35 events across 18 locations. The latest CITB Construction Workforce Outlook estimates that the industry needs to recruit around 5,000 additional workers in NI by 2029. www.constructionfuturesni.com/open- doors-live-bookings

CEF calls for four-year budget

CEF is calling on the NI Executive to immediately agree a four-year budget for capital spending, as stagnating profit margins and inflationary concerns dent construction sector confidence.

Following the publication of Finance Minister John O’Dowd’s Draft Budget 2026-2029/30, Chief Executive Mark Spence said it fell short of what CEF would see as a baseline requirement and requires urgent clarity from all Executive parties. “While the early earmarking of RRI funding for NI Water and newbuild social housing is an important step, the £433m for water and wastewater infrastructure specifically falls some £1.36bn short of the indicative funding required,” said Mark. CEF is calling on ministers to act on industry proposals for a low-cost Infrastructure Levy, which it says would deal with the principal inhibitor to economic growth in NI. Consultation on the Draft Budget closed on March 3 with the aim of securing Executive agreement on a final budget plan by April 1. www.cefni.co.uk

A record nine higher level apprentices studying civil engineering at South West College (SWC) have been awarded scholarships by the Institution of Civil Engineers (ICE). Awarded through the Queen’s Jubilee Scholarship Trust (QUEST) and worth £1,000, the scholarships are open to eligible students across the UK. Applicants from SWC were assessed on academic performance, industrial experience and career ambitions before progressing to interview with a panel of professionally- qualified civil engineers. All enrolled on the UU Foundation Degree in Civil Engineering at the College’s Omagh campus, the successful apprentices are Katie Harper, Bonnie Harper, Mollie Darcy, Aine Cunningham, Niamh Colton, Seamus Cleary, Odhran Brolly, Sean Morris and Ben McAvoy. Mollie Darcy was also recognised as one of the top two candidates across all UK regions and awarded the prestigious Francis Connolly QUEST Technician Scholarship. Gilbert-Ash tops out two Dublin hotels

Gilbert-Ash has celebrated a milestone with the topping out of Premier Inn Jervis Street and Premier Inn O’Connell Street in Dublin alongside the hotel brand owner Whitbread PLC. Premier Inn Jervis Street is a 215-bedroom hotel, with the project including demolition of the existing building and construction of a seven-storey hotel plus a basement and roof, with an onsite restaurant and bar on the ground floor overlooking Wolfe Tone Park. Premier Inn O’Connell Street is

a 229-bedroom hotel, with works including construction of an eight-storey building plus a basement and roof, with restaurant and reception on the ground floor. Both Jervis Street and O’Connell Street have been designed to achieve BREEAM Excellent, are scheduled for completion at the end of 2026 and expected to open and welcome guests in early 2027. Fermanagh Lakeland Forum gets underway

Construction has commenced on a £70m investment to deliver a leisure, health and wellbeing hub in Enniskillen, with completion expected in 2028. With the Fermanagh

Lakeland Forum supported by £20m of UK Government funding, representatives from the Ministry of Housing, Communities & Local Government and Fermanagh and Omagh District Council joined main contractor GRAHAM to break ground. Gerry Rowe, Regional Director at GRAHAM, said, “We are privileged to be delivering what will become Ireland’s first Passivhaus-certified leisure centre. Adopting this stringent standard underscores our focus on exceptional energy efficiency and substantially minimising the environmental impact of the new facility.” Meanwhile, GRAHAM has been appointed to deliver a £37m redevelopment of The Castle Rock School in Leicestershire and redevelopment of Cambridge Halls student accommodation at Manchester Metropolitan University. SHIFTING TOWARD A MULTI-YEAR BUDGETARY FRAMEWORK IMPROVES PROSPECTS FOR THE REGION, SAYS CIOB POLICY AND PUBLIC AFFAIRS MANAGER JOSEPH KILROY... Building a certain future for NI

For decades, the construction sector in Northern Ireland has been forced to operate in a state of perpetual volatility. Annual budget cycles, sudden funding shifts and a lack of transparency have created a stop-start culture that discourages long-term investment and drains the sector of its most vital resource: talent. However, the proposed NI Draft Budget 2026–2030 represents a potential turning point. By shifting toward a multi-year budgetary framework, the Executive is finally offering the pipeline of certainty that our industry has long campaigned for. CIOB fundamentally agrees with the move to a three-year resource and four-year capital DEL cycle. For our members - particularly small and medium enterprises - this is not just an accounting change, it’s a strategic lifeline. Stability allows a firm to plan its recruitment, invest in modern methods of construction, and commit to R&D with the confidence its investments won’t be rendered obsolete by an 11th-hour budget cut. While the Minister has been clear about the ‘extremely constrained’ financial envelope, the strategic value of long-term planning cannot be overstated. A predictable pipeline allows the sector to build capacity ahead of demand, ensuring that when capital is released, the industry is ready to deliver efficiently and sustainably. If NI is to deliver on its Programme for Government and its ambitious housing targets, we must first address the hidden infrastructure crises that are currently stalling development. CIOB identifies three critical pillars that must be prioritised in the 2026-2030 period: • Wastewater and utility capacity: It is impossible to build homes without a functioning utility network. Current independent analysis suggests a staggering £2bn capital funding gap in NI’s wastewater infrastructure. This is no

longer just a utility concern, it is a direct roadblock to economic growth, with over 6,000 homes currently trapped behind development moratoria. Without prioritising NI Water’s capacity, any capital allocated to housing will remain paralysed. • Housing as an economic catalyst: Housing must be viewed as the bedrock of our economic wellbeing. We urge the Executive to move beyond inflationary demand-side measures and focus on upstream interventions. This means activating land and providing the enabling infrastructure - roads, power and water - that allows both social and private housing

apprenticeship pathways. We cannot afford to lose another generation of talent to emigration. By moving toward a unified, social-value- led service, the Executive can achieve better economies of scale. Furthermore, a shift from reactive emergency repairs to planned preventative maintenance for public assets like schools and hospitals will significantly reduce long-term costs and extend the lifecycle of our built environment. The budget must also look beyond the Block Grant. Financial transactions capital is a major under-utilised tool that could be used in revolving investment models. We also support the exploration of modest, progressive infrastructure levies and land value capture mechanisms. Alongside the final budget, the Executive must publish a detailed NI infrastructure pipeline. Knowing exactly when a project in Derry, Belfast or Fermanagh will go to tender is what allows a local contractor to hire an apprentice today.

MSM Contracts Ltd was appointed by Agnew Group to deliver a new purpose- built, flagship VW and Škoda car showroom on Belfast’s Boucher Road. The Group is investing £5.1m following its appointment as the sole Škoda representative in the Greater Belfast area under a new combined Volkswagen and Škoda dealership model. Representing a first for the wider Volkswagen Group network, the new dual-brand format will operate at Agnew Group’s locations on Boucher Road and Mallusk Way, Newtownabbey. Each site features a split showroom layout, with Volkswagen vehicles displayed on the right-hand side and Škoda models on the left. Enhanced customer facilities and aftersales services are housed centrally, while the Boucher Road site includes over 250 vehicle display spaces. Key responsibilities included designing and installing the physical structure, layout and aesthetic elements of the

new dealership to ensure alignment with brand guidelines for creating a modern and welcoming environment for customers. MSM Contracts also completed state- of-the-art lighting and audiovisual systems, and interactive digital displays for customers to explore models and configurations. Agnew’s internal IT team implemented advanced security systems, including surveillance cameras, access controls and fire safety measures, to ensure the protection of the showroom and vehicles. High-end sales technology including POS systems, tablets for staff and CRM integration were provided to streamline customer interactions and sales processes. Robust IT infrastructure was installed, featuring high-speed internet and secure servers to support showroom operations. ESTABLISHED IN 1926 AS AN IRONMONGER, TIMBER MERCHANT AND HARDWARE STORE, THE CASTLEWELLAN BUILDERS’ MERCHANT REMAINS A THRIVING BUSINESS 100 YEARS LATER… John Shilliday celebrates a century of trading

The story of independent builders’ merchant John Shilliday Ltd, which is marking a milestone 100 years of trading in 2026, is one of perseverance. It starts out 10 years before the store opened, during the second week of April 1916, when an apprentice wasn’t prepared to let a cold snap derail his first day on the job. Instead, a young John Shilliday carried his bicycle through snow drifts from Hilltown to the Co-op in Castlewellan. Having served his time and gained a decade of experience, John would go on to open his own business in 1926 at the premises in Castlewellan where John Shilliday

Ltd remains located to this day. The shop sold general hardware and household goods, with a yard rented behind the shop to keep a horse and cart for deliveries. By the 1930s, the thriving business was manufacturing hen houses and had invested in its first lorry. During World War II, with two lorries now at its disposal, the business hired them out to the War Office for use on the airfields at Bishops Court, Cranfield and the Maze. After the war, with timber readily available again, the business went back into production of hen houses while expanding its services to include the manufacture and

erection of farm sheds and stock such as threshing mills, washing mangles and gates. Most farms in the South Down area were supplied by John Shilliday Ltd, with its signs still to be found on sheds around the area. In one year alone, 72 sheds were completed by the business.
