UCLan has also invested significantly in recent years in its Burnley campus to serve Pennine Lancashire and its West Lakes campus to serve West Cumbria. Collectively the campus estate creates an eclectic and highly visible built environment to support UCLan’s Mission and Strategic Aims. UCLan is now seeking to make the crucial leadership appointment to the role of Head of Security. The postholder will support the Deputy Director of Estates and Facilities and lead the University’s drive to improve its campus security performance in promoting and delivering a consistently excellent customer experience. The role will develop and implement a structured, 5–10-year Security Strategy that is aligned with the emerging Estates Strategy and Masterplan, including the design and implementation of a staffing structure and resourcing model to meet current and future needs across the Preston, Burnley and Westlakes Campus’s.
You will embed a customer-centric culture within the Security Services team – promoting the provision of a consistently excellent customer experience. You will be the technical expert for all matters relating to security at the University including the provision of technical guidance and input to the design and specification of new and refurbished buildings and infrastructure for all who study, work, or visit UCLan. The successful candidate will have a proven track record of shaping, planning and delivering strategies that enhance an organisation’s security strategy with significant experience in a Head of Security role within a large campus-based organisation. You will have experience of managing security services and teams across multiple geographically dispersed sites within the UK and developing individuals and teams beyond core security management to encompass customer services and pastoral care. Research All 19 academic areas submitted to REF (Research Excellent Framework) contain elements of world-leading or internationally excellent research with a doubling of the quality of the impact that research produces. 72% of the University’s submissions have been classified as having outstanding or very considerable impact in terms of its reach and significance (in the top 4-star and 3-star categories). Disciplines with the best impact ratings include: Modern Languages and Linguistics; Social Work and Social Policy; Physics; Business and Management Studies; Art and Design; Philosophy; History; Music, Drama, Dance, Performing Arts, Film and Screen Studies. Our top performing area was Physics with 90% of its overall research submission ranked 4/3-star. Social Work and Social Policy also performed well with 83% of the research submission rated as world-leading and internationally excellent overall (4/3- star). Modern Languages and Linguistics scored 75% for 4* impact. The area of Allied Health scored 79% overall for 4/3- star while Philosophy, a first-time UCLan entrant to REF, was ranked 8th out of 35 submissions for 4* impact nationally with 50% of the research rated as world-leading. Business and Management scored well in terms of research impact with 100% of its submission being ranked 4/3* – a substantial increase on REF2014 and in the UK’s top 20% for 4-star impact.

We have a lot to be proud of, as a university we have demonstrated our impact in more than 68 countries, reaching 18 million people and organisations while influencing policy locally and globally. UCLan research is contributing toward UN Sustainability Goals and two-thirds of our REF Impact Case Studies involve countries receiving Official Development Assistance funding or UK areas ranking in the 25% most deprived nationally. Our Submission • 1,032 research submissions including 825 journal articles, 68 books written by UCLan staff, 64 book chapters and 58 ‘non-standard’ outputs such as exhibitions, artworks and musical compositions. • 445 UCLan academic staff have made research submissions to the REF, a 70% increase on the previous submission in 2014. • 50 impact case studies submitted that describe how our research has made a difference in the real world. • Research submitted across all four REF panels, which range from a 4-researcher submission in Mathematics to a 90-researcher submission in Allied Health Professions, Dentistry, Nursing and Pharmacy. • A third of UCLan’s REF2021 Impact Case Studies are linked to health and wellbeing”

Connecting with The World
The University of Central Lancashire has always maintained a global outlook, focused on providing students and staff with unique opportunities and cultural experiences that impact, influence and encourage innovation in teaching, research and partnership. UCLan’s journey began in the late 1980s with Shenzhen University, when the locality amounted to nothing more than a small fishing village. Shenzhen is now one of the most successful and largest cities in China. Further partnerships followed with Guangdong University of Foreign Studies, which has seen more than 1,500 students graduate over recent years, Beijing Institute of Technology and Shanghai University of Business and Economics. It is more than 30 years since UCLan started out on its journey with China, leading the British Higher Education sector in delivering UK degrees in partnership. In September 2017, Hurricane Irma had a devastating impact on Sint Maarten where the American University of the Caribbean School of Medicine is based. The University responded quickly and decisively to accommodate the displaced 643 medical students and staff who were transferred to Preston to continue their tuition in just nine days. This resulted in winning the Internationalisation category in The Guardian University Awards 2018. We achieved excellent results in the 2017 international student barometer survey in which we ranked top in the country for ‘fair and transparent assessment of work’ and ‘explanation of marking criteria and satisfaction with assignment feedback’.

Student Life Investing in our campus
Sport and wellbeing We pride ourselves in having a healthy campus so the majority of our students are eligible for free sports membership. Students are encouraged to get involved in one of the many sporting opportunities at UCLan, either in our four-storey indoor sports centre on campus or at our outdoor sports arena, which features an international standard athletics track, cycle track, all-weather football and hockey pitches, tennis and netball courts, alongside facilities for strength and conditioning. Students’ Union The Students’ Union (SU) has over 100 clubs and societies, offering something for everyone regardless of interest or ability. They even offer students the chance to set up their own group, which range from the Disney Appreciation Society to a Quidditch group. The SU also run a range of recreational sport activity and the Give it A Go programme runs throughout the year providing numerous activities, events and trips. There are also over 25 Sports Clubs run by the Union.
Our £200m Masterplan is well underway - a major investment in creating a world- class campus which will provide all our students with an exceptional learning and social experience. Our brand new social spaces are bright, modern areas packed with comfy sofas, table tennis, pool tables, beanbags and study spaces, and are perfect for students and staff alike. Job Description
Main Duties and Responsibilities:
• Develop and implement a structured, 5–10-year Security Strategy that is aligned with the emerging (2024-2029) Estates Strategy and Masterplan. • Design and implement a staffing structure and resourcing model to meet current and future need across the Preston, Burnley and Westlakes Campus’s. • Role-model and embed a customer- centric culture within the Security Services team – promoting the provision of a consistently excellent customer experience. • Act as the subject matter technical expert for all matters relating to security at the University including the provision of technical guidance and input to the design and specification of new and refurbished buildings and infrastructure. • Ensure visible pedestrian and vehicular security patrols are maintained across the 3 primary University campus’s. • Manage the ‘out of hours’ Estates Helpdesk using the Computer Aided Facilities Management (CAFM) system. • Provide leadership, line management, and development of staff within the Security Services team to maximise their individual and collective potential. • Ensure that the provision of a consistently high-quality student and staff experience is embedded within the policies, processes, systems, and procedures relating to Security Services. • Develop, manage, and maintain a structured annual revenue (OPEX) budget and associated monthly reporting/ forecasting systems for all reactive and planned security operations. • Ensure that Building Security Risk Assessments are conducted and reviewed periodically in accordance with industry/ sector best practice and University Policy. • Oversee the establishment and maintenance of a Security Risk Register for the University.
• Perform a lead role, and act as subject matter expert, with regard to the Safeguarding, PREVENT, and ProtectED agendas. • Develop and maintain an effective asset register for all security-related assets and infrastructure, facilitated by the Computer Aided Facilities Management (CAFM) system. • Develop and communicate clear service specifications and service level agreements (SLA’s) for all Security Services operations. • Actively explore the use of digital technology to support the Security Services team and enhance the customer experience. • Develop a ‘call-off’ framework to source security contractors via the external supply chain to provide supplementary/ complementary resources in response to business demand and risk. • Work collaboratively with the Engineering and Maintenance team to ensure that all consultants, contractors and suppliers are actively managed and coordinated during the ‘out of hours’ period to effectively manage risk and maintain a safe environment for all those who visit UCLan. • Oversee the operation, maintenance and optimisation of the University CCTV and Access Control System. • Work with the Head of Engineering and Maintenance to ensure that an ‘out of hours’ call out service is maintained 24/7/365(6) via internal and external resources for emergency/critical maintenance of estates assets and infrastructure. • Attend relevant internal and external committees and forums – representing the University as the subject matter expert for security. • Actively participate in the higher education security networks and forums e.g. AUCSO. • Undertake any other duties commensurate with the role and grade as determined by the Line Manager.

This will include: • Motivating, engaging, and developing the Security Services team members; • Developing a visible security persona that is proportionate to risk, and creates a feeling of reassurance, approachability, and support within the UCLan community; • Developing policies, systems and procedures relating to security and emergency planning; • Conducting, reviewing, and updating Building Security Risk Assessments;
• Maintaining suitable and sufficient capacity and capability via in-house and contractor resources to meet the current and future business need 24/7/365(6); • Proactively managing, reporting upon, and mitigating security-related risks; • Developing and maintaining a safe, welcoming, inclusive and sustainable environment for all who study, work or visit UCLan. To support the Deputy Director of Estates and Facilities and the wider Estates and Campus Services team in promoting and delivering a consistently excellent customer experience.
Candidate Profile Work Experience Essential • Significant/extensive experience in a Head of Security role within a large campus based or multi-site organisation • Experience of managing security services and teams across multiple geographically dispersed sites within the UK. • Experience of developing individuals and teams beyond core security management to encompass customer services and pastoral care.

Education/ Qualifications Essential • Attained or working toward The Security Institute Diploma in Security Management (Level 5). • Attained or working toward a NEBOSH General Certificate in Occupational Health and Safety. • Member of an appropriate recognised professional body. Desirable • First degree in security, business or leadership and management. • The Security Institute Advanced Diploma in Security Management (Level 7). • Strong leadership capability – able to engage, motivate and influence both internal staff, contractors and suppliers. • Ability to produce and communicate timely and accurate management reports. • Ability to prepare tender documents including specifications and SLA’s for security. • Ability to critically analyse problems and present options/solutions in a clear and concise format. • Familiar with, and able to use, the extensive Microsoft Office suite. • Possession of a full Driving Licence with no endorsements or disqualifications that will prevent travelling on University business.
