Job Description

Main Duties and Responsibilities:

• Develop and implement a structured, 5–10-year Security Strategy that is aligned with the emerging (2024-2029) Estates Strategy and Masterplan. • Design and implement a staffing structure and resourcing model to meet current and future need across the Preston, Burnley and Westlakes Campus’s. • Role-model and embed a customer- centric culture within the Security Services team – promoting the provision of a consistently excellent customer experience. • Act as the subject matter technical expert for all matters relating to security at the University including the provision of technical guidance and input to the design and specification of new and refurbished buildings and infrastructure. • Ensure visible pedestrian and vehicular security patrols are maintained across the 3 primary University campus’s. • Manage the ‘out of hours’ Estates Helpdesk using the Computer Aided Facilities Management (CAFM) system. • Provide leadership, line management, and development of staff within the Security Services team to maximise their individual and collective potential. • Ensure that the provision of a consistently high-quality student and staff experience is embedded within the policies, processes, systems, and procedures relating to Security Services. • Develop, manage, and maintain a structured annual revenue (OPEX) budget and associated monthly reporting/ forecasting systems for all reactive and planned security operations. • Ensure that Building Security Risk Assessments are conducted and reviewed periodically in accordance with industry/ sector best practice and University Policy. • Oversee the establishment and maintenance of a Security Risk Register for the University.

• Perform a lead role, and act as subject matter expert, with regard to the Safeguarding, PREVENT, and ProtectED agendas. • Develop and maintain an effective asset register for all security-related assets and infrastructure, facilitated by the Computer Aided Facilities Management (CAFM) system. • Develop and communicate clear service specifications and service level agreements (SLA’s) for all Security Services operations. • Actively explore the use of digital technology to support the Security Services team and enhance the customer experience. • Develop a ‘call-off’ framework to source security contractors via the external supply chain to provide supplementary/ complementary resources in response to business demand and risk. • Work collaboratively with the Engineering and Maintenance team to ensure that all consultants, contractors and suppliers are actively managed and coordinated during the ‘out of hours’ period to effectively manage risk and maintain a safe environment for all those who visit UCLan. • Oversee the operation, maintenance and optimisation of the University CCTV and Access Control System. • Work with the Head of Engineering and Maintenance to ensure that an ‘out of hours’ call out service is maintained 24/7/365(6) via internal and external resources for emergency/critical maintenance of estates assets and infrastructure. • Attend relevant internal and external committees and forums – representing the University as the subject matter expert for security. • Actively participate in the higher education security networks and forums e.g. AUCSO. • Undertake any other duties commensurate with the role and grade as determined by the Line Manager.

Job Purpose: To lead the Security Services team across the 3 primary UCLan campus’s to ensure that the estate is safe and secure in accordance with University policies, industry/sector best practice, and statutory legislation. This will include: • Motivating, engaging, and developing the Security Services team members; • Developing a visible security persona that is proportionate to risk, and creates a feeling of reassurance, approachability, and support within the UCLan community; • Developing policies, systems and procedures relating to security and emergency planning; • Conducting, reviewing, and updating Building Security Risk Assessments;

• Maintaining suitable and sufficient capacity and capability via in-house and contractor resources to meet the current and future business need 24/7/365(6); • Proactively managing, reporting upon, and mitigating security-related risks; • Developing and maintaining a safe, welcoming, inclusive and sustainable environment for all who study, work or visit UCLan. To support the Deputy Director of Estates and Facilities and the wider Estates and Campus Services team in promoting and delivering a consistently excellent customer experience.
