El primer acto es la conexión en la macro escala, un continuo desde Mapocho poniente hasta el Parque Bicentenario, recuperando el paseo al borde del río. En la micro escala es la transición de la "peatonalidad recreacional" del parque a la "peatonalidad comercial" de Providencia. El segundo acto es la expansión del espesor necesario para las actividades actuales: nivelar el parque con el espacio comunitario de las torres, reubicando el monumento a la Aviación y generando así una continuidad peatonal; revitalización del comercio de las torres mediante una estrategia de gestión compartida y reutilización del subsuelo de los locales comerciales; aprovechamiento del espacio creado para equipamiento vecinal. El tercer acto es la intervención en la manera de habitar el espacio público comunitario. Se ralentizan los atraviesos vehiculares y se reduce el espacio destinado a los automóviles, disminuyendo a una gasolinera y destinando tres niveles para estacionamientos subterráneos. La convivencia se logra en una nueva dimensión del espacio público: los cerezos en un extremo, configuran un lugar de reunión para festejar su floración frente al estanque. El homenaje a Fernando Castillo Velasco en el extremo opuesto, celebra el concepto de "comunidad" como espacio compartido entre el río, el parque y la ciudad. Según el jurado, se trata de una propuesta realista de gran sensibilidad urbana y paisajística. En ella se propone recuperar los conceptos originales del parque de Óscar Praguer y extenderlos hacia el oriente, hasta las Torres de Tajamar, dando lugar a una transición armónica entre el área verde preexistente y el nuevo proyecto. Se valoró la densificación arbórea propuesta en los bordes, tanto de Av. Providencia como de Av. Andrés Bello, creando en medio de los árboles una explanada central de pasto de gran riqueza espacial, desde donde se rinde tributo a las Torres de Tajamar. Este espacio central amplía los márgenes de la Plaza Atria hacia el poniente, hasta los límites de la fuente, lo que refuerza la relación entre lo existente y lo nuevo. The first act is the connection at the macro scale, a continuum from the western Mapocho district to the Bicentennial Park, recovering the riverside promenade. On the micro scale, the task is to manage the transition from the "recreational walkability" of the park to the "commercial walkability" of Providencia. The second act is the enlargement of the depth required for present activities: leveling the park with the towers’ communal space, relocating the Aviation monument and therefore achieving pedestrian continuity; revitalization of the commercial spaces of the towers with a strategy of shared management and reuse of the basement for commercial premises; use of newly created spaces for neighbor facilities. The third act is the intervention in the way communal public spaces are inhabited. Vehicle crossings are slowed down and space for cars is decreased, reducing to a single gas station and assigning three levels for underground parking. Coexistence is achieved in a new dimension of public space: the cherry trees on one end create a meeting place to celebrate their blooming opposite the pond. At the opposite end the tribute to Fernando Castillo Velasco welcomes the concept of "community" as shared space between the river, the park and the city. According to the jury, this is a realistic proposal with great urban and landscape sensitivity. It proposes to restore the original park design concepts by Oscar Praguer and to extend them towards the east to the Tajamar Towers, resulting in a smooth transition between the existing green area and the new project. The proposed tree densification at the edges of both Av. Providencia and Av. Andrés Bello was highly valued, creating among the trees a central grass esplanade of great spatial richness, where tribute is paid to the Tajamar Towers. This central space expands the margins of Atria Square to the west, to the limits of the fountain, which strengthens the relationship between the existing and the new.
