A s the International Mediterranean Tourism Market (IMTM) kicks off, all eyes are on the future of Israeli tourism. At the center of this vision is Michael Izhakov, Director General of the Ministry of Tourism. With a diverse background in high- level government policy - having served as a senior advisor to the Ministers of Labor and Social Affairs and as Chief of Staff for the Ministry of Tourism - Izhakov brings a results-oriented approach to one of Israel’s most vital economic sectors. Mr. Izhakov, you assumed leadership during one of the most complex periods in Israel’s history. Looking back at the last two and a half years, how would you summarize this journey? It has been a period of unprecedented challenges, but also of unprecedented action. When the war began, Minister Haim Katz made a strategic decision: the Ministry of Tourism took full responsibility for the displacement of 130,000 residents into hotels. By managing this directly rather than through external agents, we saved the state billions of Shekels while simultaneously keeping the hotel industry alive. We injected 7 billion ILS directly into hotels, ensuring that tens of thousands of families in the tourism sector remained employed. We didn’t just manage a crisis; we preserved the very infrastructure of Israeli hospitality so it would be ready for the day the tourists return.

Many international travelers are wondering about the practical steps being taken to welcome them back. What are your primary plans for restoring inbound tourism? Our message is clear: Israel is safe, open, and ready. We are active at every major global forum - from FITUR in Madrid to ITB Berlin and WTM London. We are there to meet face-to-face with operators and tell them that the “product” of Israel is stronger than ever. Specifically, we are launching three major initiatives: “Talking Tourism”: A cutting-edge project using advanced technology to create 100 high-quality videos of our most iconic sites. These will be integrated into an interactive map, allowing tourists to plan their entire journey and hear the narrative of Israel from their own homes. Tailored Marketing : We are moving toward “door-to-door” marketing in North America, focusing on communities - both Jewish and Christian - who have a deep, soul-connection to this land.

Influencer & Media Delegations: In 2025, we hosted hundreds of opinion leaders. In 2026, we are significantly increasing this. There is no better way to show the world the reality of Israel than through the eyes of those who visit and see it for themselves.

Beyond the international market, how are you encouraging Israelis and visitors to explore the hidden gems of the country?

We recently launched “Israeli Tourism Month” in November, where 85,000 people enjoyed hundreds of tours and performances for just 18 ILS. It was such a success that we are bringing it back for 2026. We are also supporting local authorities with grants to market unique regional events and operating “Business Incubators” to help small tourism startups turn a dream into a regulated, marketed reality.

Building for the future requires physical space. Are there plans to expand hotel capacity despite the recent instability?

Absolutely. We are looking toward a goal of 7 million tourists by 2030. To get there, we need rooms. In 2025 alone, we approved 180 million ILS in grants for new hotel projects, which will add 2,050 rooms to the market. We’ve also launched a “Planning Revolution.” We now allow developers to use up to 49% of hotel-designated land for residential purposes. This creates economic certainty for entrepreneurs, helping them finance hotel construction more quickly. We also established the “Lighthouse” unit , which provides a “fast-track” concierge service for developers, guiding them through every regulatory hurdle from the first drawing to the grand opening.

Finally, what is your message to the international travel community and the local tourism entrepreneurs?

To our partners overseas: Israel is a place of unmatched history and vibrant life. We are waiting for you with open arms. To our local entrepreneurs: Use us. The Ministry is your partner. Whether it’s through the Lighthouse unit, our professional training for guides, or our innovation community connecting startups with industry needs - your success is the country’s success. We are also looking forward. Next week, we will award the “Minister’s Award for Sustainable Tourism” to two groundbreaking projects. We aren’t just rebuilding; we are building a smarter, greener, and more accessible Israel for everyone.

Izhakov stressed that there is a “huge gap between the true reality in Israel and the way that it’s covered in the newspapers”. He provided a critical fact: “not one tourist was hurt during the war”, a detail the Ministry is working hard to communicate globally. The Director General met with a large delegation of UK Jewish communal leaders at the WTM, including representatives from UJIA, the United Synagogue, The Federation, and the Board of Deputies. The community leaders stressed that solidarity with Israel has only strengthened since 7 October 2023, with an increased demand from the community to return and visit. Joined by the Ministry’s UK director, Michael Ben Baruch, and the CEO of the Israel Hotel Association, Eli Cohen, Izhakov thanked the leaders for their continued support, leading to a commitment from the group to work together to plan and build even stronger ties between the UK Jewish community and Israel Tourism.

Old Akko (Acre) is a port city situated on a peninsula on the Mediterranean coast in northern Israel. It is known for its well-preserved old city walls. A visit to this ancient city is an important part of the Holy Land experience and one of Israel’s main tourist destinations. Currently home to thousands of residents, Akko is a study of contrasts – the convergence of East and West, modernity and antiquity, beauty and ruins. Known for centuries as the gateway to the Holy Land due to its location as a port of entry for international dignitaries and trade, Akko provides a unique glimpse into the Crusader and Ottoman periods in the region. The subterranean crusader city was revealed and restored under the Ottoman city above. This extraordinary phenomenon was awarded World Heritage Site by UNESCO. POINTS OF INTEREST: The Knights Halls A 5,000-year old story unfolds inside the halls of the citadel - the museum displays and films projected on the walls tell the story of the crusades. During this tour, each visitor receives a guiding device, and can choose one of 10 different languages. The Hospitaller Order, which thrived in Jerusalem during the First Crusader Kingdom (1099-1187) transferred its headquarters to Akko during the Second Crusader Kingdom (1191-1291). The Hospitallers expanded their headquarters and rebuilt the site,

which consisted of two to three floors around a central court as well as underground sections. The Templars Tunnel The Templars were a military-monastic order who – in the name of the pope – aided pilgrims and the ailing coming from Europe to visit the holy sites of the Land of Israel. MORE POINTS OF INTEREST: The colorful Market Street and Bazaars are the main thoroughfare of the Old City, running from north to south. So is the “Al Basha” Turkish Bath and the Seraya, a structure built during Turkish rule in Akko, in the late 18th century, where the offices of the civilian regime officials were located. It is also recommended to visit the galleries in the Old City and the “Okashi” Art Museum as well as the “Treasures in the Walls” Museum.
