La seule solution pour arriver à ce pro- céder, il faudrait enlever complétement le tablier du pont pour accéder à l’intérieur des poutres. Alors, une fois parvenu à cette action, le constat effectué à l’intérieur des poutres par les constructeurs constatent qu’il y beaucoup plus de réparations de prévues. « Les réparations prendra quelques semaines, mais je rassure la population que le budget est respecté et que l’ouverture du pont Albert Belanger rouvrira bel et bien la première semaine du mois de Décembre, c’est le seul problème qui cause le retard », a ajouté M. Bouchard.

La phase finale de l’ouverture du pont Albert Belanger prévu pour ce 17 no- vembre ne verra pas le jour, elle prendra un peu plus de temps que prévu et elle subira un retard de quelques semaines. Selon les explications données par le directeur de travaux publics Jérémie Bou- chard, le retard proviendrait des réparations des poutres. La situation se trouvant très complexe pour les constructeurs se trou- vant dans une impasse pour accéder à la vérification interne des poutres. Il s’agit des dernières phases critiques du projet de construction du pont Albert Belanger situé sur le chemin de comté 8 à Lemieux, et qui devrait rouvrir ce 17

Located on the southwest corner of County Road 5, known as Limoges Road, and Route 300 in the Township of Russell.

For the purposes of the widening of County Road 5 (Limoges Road) and the construction of a roundabout within County Road 5 (Limoges Road) right of way and all works ancillary thereto.

NOTICE IS HEREBY GIVEN that application has been made for approval to expropriate the land described as follows:

All right, title and interest (fee simple) in the lands described as Part of Lot 10, Concession 10, Part 1 on Plan 50R4253, Township of Russell, County of Russell.. Any owner of land in respect of which notice is given who desires a hearing into whether the taking of such land is fair, sound and reasonably necessary in the achievement of the objectives of the expropriating authority shall so notify the approving authority in writing, (a) in the case of a registered owner, served personally or by registered mail within thirty days after the registered owner is served with the notice, or, when the registered owner is served by publication, within thirty days after the first publication of the notice;

(b) in the case of an owner who is not a registered owner, within thirty days after the first publication of the notice.

Director of Planning and Forestry Louis Prévost said six months would be too short for a report to be generated. Chief Administrative Officer Stéphane Parisien suggested that the land management stra- tegy be addressed in the 2025 UCPR budget process, which would give ample time for staff to compile the report.

The UCPR is exploring the possibility of selling surplus land for development and purchasing forested land in exchange, one potential solution to address the housing shortage while protecting the region’s biodiversity. The United Counties of Prescott and Russell (UCPR) council have decided to explore the possibility of a land management strategy to inventory properties owned by the UCPR that could be sold for residential development. Russell Township Mayor Pierre Leroux proposed the strategy during the October 25 council meeting, suggesting that the revenue could then be used to acquire forested land for protection. Clarence-Rockland Mayor Mario Zanth noted that the proposal sounded like the ‘7
