Emergency Preparedness Plan ( January 2024)
Background ORPS relies upon 911 Emergency service for ordinary emergencies. However, Cathedral City advises that in a major disaster, such as an earthquake, it may be a week or more before Cathedral City can respond to ORPS needs. The Plan assumes a worst-case event in which our Resort and the surrounding community suffers loss of electrical, water, internet, sewer and cell phone. Bridges and highways are closed so that evacuation is delayed for many days. Cathedral City police, fire and ambulance are overwhelmed and may not arrive at our resort for hours or days . Although RV’s are relatively safe in an earthquake, there can be damage and injuries. Clubhouse and satellite buildings may be damaged or collapsed, and would require inspection before entry and use. Occupants of these buildings may be trapped or injured. Aftershocks may cause additional risk. Employees may be absent from the resort. Events may occur during the nighttime. Residents who are outside the resort during the event may rush back to the resort if possible. The ORPS Plan provides assistance to the residents via an emergency response team (ERT) made up of a core group of “organized volunteers” who have training and awareness in the details of this Plan. In the case of a serious event it is expected that “spontaneous volunteers” will appear and expand the response capabilities by working under the guidance of Incident Command. The Plan also places responsibilities on the residents of the 1,213 lots. The Plan All Residents - ORPS Safety & Security Committee,Board of Directors and Management will regularly advise ORPS residents of their individual responsibility to follow FEMA and California emergency preparedness recommendations. (see Appendix A for duties of ORPS residents). Incident Command Post – Will be established near theRamon Rd security post. Staffed by emergency response team volunteers, ORPS security staff, members of the Safety & Security Committee, Board of Directors, and ORPS Management if present.

Search & Rescue Team - ERT volunteers (with experienceas firefighters, law enforcement, equipment operators, utility workers) assemble at the equipment cache shed, near the Ramon Rd security post. Check in with the Staging Team. Retrieve search & rescue supplies bags from the equipment cache shed. At the direction of Incident Command, inspect all buildings for injured persons and damage. Assess damage and injuries throughout the resort. Drive routes through the resort and respond to owners/renters/employees requests for assistance. Complete additional tasks as requested by Incident Command, Board of Directors and/or ORPS Management. (see appendix B for full duties) First Aid Team - ERT volunteers (with experience asnurses, doctors, Medics, EMTs and those with first aid experience) assemble at the equipment cache shed, near the Ramon Rd security post. Check in with the Staging Team. Retrieve first aid supplies bags from the equipment cache shed. At the direction of Incident Command establish a First Aid treatment area. Injured may arrive at the treatment area, or First Aid Team volunteers may visit resident lots. (see appendix C for full duties) Ham Radio Team - Licensed radio operators bring theirpersonal hand-held radios and assemble at the equipment cache shed near the Ramon Rd security post. Check in with the Staging Team. At the direction of Incident Command establish communication with Riverside County and Cathedral City emergency authorities. The Team moves into the ham radio base station in the La Palma clubhouse if safe. There is a portable ham radio near the base station. (see appendix D for full duties) Safety & Security Committee - will recruit and organizethe above volunteer response teams on a continual basis. Equipment & supplies will be inspected regularly. An emergency response drill will be conducted annually. The committee will advise the Board of Directors of recommended emergency response plan changes and requests for the purchase & maintenance of equipment and supplies.

Appendix A ORPS Resident Duties
● Make a plan to manage the hazards on your lot - know your power and propane shutoffs. ● Determine a pre-arranged meeting place if your family is separated. ● Think about an evacuation route, in the unlikely event it is safer outside the resort. ● Keep full fresh water in your freshwater tanks. Disinfect tanks at least annually. ● Maintain a dedicated and easily accessible emergency kit in your RV. ● Pack extra flashlights, batteries, chargers, a portable radio, duct tape, and even matches and candles in your emergency kit. ● Keep on hand higher levels of food, meds, and pet food to ensure a seven day supply. ● Have cash on hand - in ones and fives - in case the banking system is down. ● Think about warm clothing and blankets - can you keep warm without power? ● Local radio stations are: AM 920 1010 1140 FM 104.7 106.1 96.7 They will have the best local information. ● Choose one out of state contact who can collect information on each member of your family, because sometimes out of state phone lines work best. ● Use texting if phone calls don’t work, it uses much less bandwidth than voice or video calls. ● Check your first aid supplies - add more if your supply is low or has missing items. ● Keep enough fuel in vehicles to evacuate ORPS if required. ● Check on the safety of ten (10) closest neighbors. Likewise, neighbors will do the same. ● Residents who are able should transport themselves and others to the first aid treatment area for assistance as needed. The first aid treatment area will likely be located at the La Palma Clubhouse. ● For additional information during an emergency event contact the ORPS Command Post (likely at the LaPalma Clubhouse) or the security team at the main entry.

Emergency Preparedness Plan ( January 2024) Appendix B Search and Rescue Team Duties ● Works at the direction of Incident Command ● Radio call sign is your radio number plus “Rescue”. ● (Example “Rescue 2”, if responder is holding radio Number 2)
● Respond to the equipment cache shed meeting point. ● Access equipment cache shed for additional equipment. ● Understand the contents of the rescue bags. ● Search buildings for injured persons. ● Extract trapped persons if they can be moved. ● Inspect and clear buildings for use, considering possible aftershocks. ● Inspect and manage utility systems, including water, natural gas, propane, electric and sewer. ● Patrol resort for RV owners in need of assistance. ● Supplement ORPS in securing the resort as requested. ● Access ORPS maintenance yard for additional equipment needs. Appendix C First Aid Team Duties ● Works at the direction of Incident Command ● Radio call sign is your radio number plus “First Aid”. ● (Example “First Aid 2”, if responder is holding radio Number 2) ● Respond to the equipment cache shed meeting point. ● Access equipment cache shed for additional equipment and supplies. ● Understand the contents of the medical bags. ● Set up and staff the first aid/medical treatment area. ● Assist injured persons at the treatment area or throughout the resort as needed. ● Provide counseling to family and friends of injured persons. ● Advise Incident Command of injuries and needs for ambulance services.
Appendix D Ham Radio Team Duties ● Works at the direction of Incident Command.
● Maintain personally owned and resort owned Ham radio equipment in readiness. ● Establish communications with city and county officials in event of emergency.
