Heartstrings: Your Love of Community Makes Our Work Possible Like a vibrant quilt stitched together with a variety of pieces, the fabric of Whitley County includes all kinds of people – hard-working farmers, visionary entrepreneurs, proud kindergartners, avid dog lovers, fitness fanatics, feisty senior citizens, dazzling cheerleaders, aspiring artists, turkey hunters, boutique owners and volunteers with hearts of gold. Regardless of where our heartstrings tie, we’re stitched together by the common thread that is community. For the Community Foundation of Whitley County, 2021 was a year of partnerships with you – the individuals, families, non-profit organizations, businesses and government leaders who came together to address our most challenging needs and in doing so, strengthened the fabric of Whitley County. Here’s to the common threads that connect us for the good of community.

DIRECTOR’S REPORT I am currently in possession of an antique yellow quilt that has been passed back and forth between my mother, my daughter and myself. It’s often hidden to be found at times when needed the most -- an instant comfort, a hug when arms aren’t available. I love quilts but I can’t sew a lick, at least not in the traditional 4-H sense. Yet my colleagues and I are blessed to work for an organization that has become exceptionally good at examining the fabric of community and sewing together the gaps between need and generosity. Together with a dedicated Board of Directors, inspiring community partners and benevolent donors, we are starting to see threads of hope and partnership unfold into a stronger, better, Whitley County. In 2021, we marked a full year into our collaborative work on Next Level Whitley County , a strategic community framework created to target reduced recidivism in our jail as well as increased access to quality mental healthcare; decreased childhood trauma; much-needed vocational training and eventually, a more highly skilled workforce. It’s ambitious and it’s working. As a community we’re turning a corner that embraces meeting people where they are and addressing immediate needs. We’ve entered into trust based philanthropy with partners like Mission 25 who utilized $475,000 in Next Level funding to procure three apartment buildings for transitional housing. We’ve stood behind the Whitko Career Academy as over 400 high school students embraced career pathways in 2021. Equally important were the six men from Community Corrections that completed evening classes at WCA and received certifications that hold the promise of a better future for their families. Unprecedented collaboration with government leaders has us looking ahead to an improved jail system built on a therapeutic community model. In addition, our work has led to expanded mental health services such as the Parkview Behavioral Health offices that opened to the public in 2021. The community’s Next Level Whitley County work could not have unfolded were it not for the organizational stability and sustainability that comes from maturation. We celebrated our 30th anniversary in 2021 -- a testament to generous people, past and present, who chose the Community Foundation as their partner in fulfilling their charitable intent. A debt of gratitude is owed to them as well as to the professional advisors who suggested the foundation as a vehicle to help donors meet their philanthropic goals. We believe we’ve earned their trust through a strong sense of fiduciary responsibility, transparency and thoughtful grant making. And speaking of grant making, since its inception in 1991, the Community Foundation of Whitley County has granted in excess of $30 million dollars to non-profit organizations and projects serving Whitley County. We closed 2021 with 195 endowment funds under our management. Included in that list were new scholarships, a fund established to benefit Whitley County K-9 officers and therapy dogs, and another fund created to support organizations advancing the quality of life for individuals in our community who have physical disabilities. With each charitable gift, a strong, new thread is woven into the fabric of community and for that, we offer our profound appreciation.

Strands of hope and new beginnings unfolded as Whitko Career Academy and Whitley County Community Corrections teamed to help six adults receive certifications in CNC. The program is made possible through Next Level Whitley County .

ENDOWMENTS

Agency Funds These endowment funds benefit the non-profit organizations for which they are named by creating a stable, annual income stream. While they benefit specific organizations, they are an asset of the Community Foundation.

Understanding Endowments Endowments are a lot like weaving yarn into fabric; a few strands don’t make much impact but as the work continues and more threads are added, a fabric emerges and ultimately something functional is produced. When someone makes a gift to an endowment at the Foundation, their contribution is never spent. EVER. Instead, the donation is prudently invested to produce earnings. A percentage of those earnings are used to fulfill the donor’s charitable intent in the form of grants – such as an annual scholarship award or providing food to a local meal program. Through a contractual fund agreement, the Community Foundation makes distributions based on the donor’s charitable goals. Typically, a portion of the earnings are set aside to ensure the fund continues to grow over time. As years go by, grants from endowment funds will far exceed the original gifts.

Full Circle Philanthropy Over 20 years ago, Sharlene Berkshire, then a Community Foundation board member (and now our dedicated Treasurer) set up a fund to help Whitley County residents going through health crises. The fund was created in memory of her parents, Edwin E. and Flossie L. Heupel and it wasn’t long before we started to distribute grants from the Heupel Good Samaritan Fund. A few years later, we were connected with a very young couple who needed to take their baby to Riley’s Children’s Hospital and didn't have the funds to make repeated trips to Indianapolis. The Good Samaritan Fund helped them go back and forth for a few months as the baby lost an eye to micropthalmia, a birth defect. Despite their heartache, the parents were so grateful. Because our Board doesn't often get the "human touch" of the impact our grants make, we asked the mother to bring the baby to a Board meeting and meet Sharlene, the donor who'd established the fund. It was one of those experiences that will forever be cemented in our minds – the beautiful little baby with an eyepatch and sheer, heartfelt gratitude. This wasn't a large grant -- less than $500 in total, but what a difference it made to the family. Fast forward to December 2021. The baby grew up to become a lovely, exceptional student with aspirations of going to work in the medical field. Imagine our surprise when she was named the recipient of the 2021 Lilly Endowment Community Scholarship for Whitley County. No one on the selection committee knew Jalea Morrison’s link to the Community Foundation. She has graciously allowed us to share it with you here. Jalea is accomplished and has a bright future awaiting as she heads off to University of St. Francis in the fall. We were proud to be a part of her life in 2004 and we’re proud to send her out into the world to represent our community in 2022.

The Foundation offered support to Community Harvest Food Bank. The organization’s Veggie Wagon provided free fresh food to those in need in the South Whitley community in 2021.

Unfortunately, the COVID crisis continued into 2021. Funding to organizations like Visiting Nurse (now re-branded as Stillwater Hospice) provided professional caregivers

with the equipment needed to protect themselves while serving others.

A Forever Gift for Whitley K-9 Officers and Therapy Dogs - No Strings Attached! Already dog lovers themselves, a local Whitley County couple was drawn to the important role of K-9 officers when our community tragically lost K-9 officer Cas, in an accident that occurred in pursuit of a suspect in June of 2019. When the couple came to the Community Foundation to discuss their charitable goals, they knew exactly where they wanted to direct their support.

Two charitable permanent endowments have been created to help strengthen, and support the vital resources necessary for K-9 officers to serve our community. Training, supplies, and veterinary services are some of the needs these new endowments will help underwrite. The first endowment is earmarked as the Whitley County K-9 Fund; the second, started in 2022, will be the Indiana Natural (National) Resources District 2 K-9 Fund for the program which serves Northeast Indiana. Journey is the probation department’s therapy dog and will also spend time at Work Release with the residents under the guidance of Amy Motter and Julie Jensen-Kelley. Her work will include being at the Probation Department each day and being available during their appointments with officers. She will be attending court hearings, including juvenile hearings and provide support to those who are dealing with trauma and are going through difficult times. She will also be available to assist the Prosecutor’s Office when they have a victim that needs to be interviewed or when they have to testify. Journey is also being trained to sit through Court with the victims. She will attend MRT classes and other programs at work release. The

Whitley Country residents did it again! Hundreds of items were donated by the public in an effort to brighten the holidays for local senior citizens. Foundation staff loaded gift bags on to Santa’s sleigh (disguised as a Whitley Transit Bus).

THREADS OF KINDNESS

Like the rest of the world, the Covid pandemic continued to linger in Whitley County in 2021. Perhaps among the hardest hit were local seniors. Many, already struggling with health needs and financial limitations felt an increased toll from the isolation that was mandated as a result of the health crisis. Many found themselves battling loneliness as they became tied to their homes, fearful to go out in public. With the holidays looming, Carol Flowers, the Community Foundation’s Scholarship and Communications Coordinator, decided to make a difference. To brighten the holidays for Whitley County’s elderly population, she came up with the idea of coordinating Senior Santa Sacks. The call for help went out and Whitley County responded. Donations of books, lotion, socks, puzzles, tissues, lip balm, and candy came in faster than you can say Kris Kringle. The holiday spirit was alive and well as donations came in from across Whitley County, from young and old, individuals and groups, from families, Easterseals/ Passages, homeschoolers, even the 4-H Goat Club! Before we knew it, our Board room was brimming! Flowers worked with Leslie Blakley, Director of The Woodlands Senior Center to coordinate

distribution at the organization’s in-house holiday meal as well as to those who needed to have their annual Christmas meal delivered. The response was phenomenal. For many seniors in our community, this was the only Christmas they received this year. We were delighted when our board room overflowed with items for the gift bags. The response to the request was so overwhelming the Foundation was able to provide 120 Senior Santa Sacks to the Woodlands Senior Center another 50 gift sacks were given to the Lunch and Camaraderie senior lunch program for One Community in South Whitley. After the sacks were distributed the Foundation received phone calls and notes of thanks from seniors who were grateful for the gifts. Our hearts were touched by the depth of their gratitude. This is proof there is a more than a thread of common good in Whitley County. When a community need arises, instead of unraveling, we come together and create solutions. The generous donations and giving spirit made for a brighter Christmas for many seniors in Whitley County. We can’t thank everyone enough for all they did to make our Senior Santa Sacks an overwhelmingly successful community project.

Their generosity extended beyond the Community Foundation as they helped the staff at Whitley County Corrections with a portion of the funding necessary to purchase the black golden doodle. Dogs who enter the K-9 program to assist conservation officers are trained for different areas of expertise including man-tracking, wildlife detection, evidence recovery and search and rescue operations.
