The Form Approach

u The form approach adheres to a more formulaic approach of report drafting. u It is organized in way that does not change between incidents. u These forms can be drafted by the Tribe’s Office of the Gaming Commissioner or adapted from state form reports. u This makes the reports easier to read, but can also leave the drafter with relevant information and no where to put it. u Every section of the form is relevant and should be completed to the fullest extent possible.

The Guided Outline Approach

u The Guided Outline Approach follows a structure but allows for more flexibility in drafting. u The bare bones of the report are similar, but the presentation of content can change between drafters and incidents. u The Introduction should contain a concise statement of the subject matter of the investigation. u The Scope of the Investigation should include citations to applicable statutory or regulatory provisions. u Likewise, the Investigation should clearly detail all relevant details of how the incident violates these provisions. u Finally, the Conclusion and Recommendation should concisely summarize the incident and the recommended recourse in addressing the incident.
