Central Washington University Board of Trustees May 16, 2025 Action – Fiscal Years 2026-2029 Services & Activities Fee Quadrennial Budget Approval Washington State law requires the governing boards of the institutions of higher education to approve the final budget recommendations presented to the Board by the Services and Activities Fee committee (S&A Committee). S&A fees are paid by students for the express purpose of funding student services and programs. It is the intent of the legislature that governing boards ensure that students have a strong voice in recommending budgets for S&A fees. The S&A Committee at CWU is comprised mostly of students, and students are the only members of the committee who have a vote, ensuring a strong student voice. It is clear the committee engaged in a thorough, structured, and equitable review process. The reduction of $1.76 million from the 2022 base allocation levels, resulting in a proposed annual budget of $5,673,245, reflects the fiscal realities associated with projected enrollment trends. While these reductions are substantial, the approach taken demonstrates a strong adherence to procedural integrity and financial stewardship. We acknowledge the extensive time commitment involved, 16 hours across three days of deliberation, as well as the comprehensive review of program questionnaires, presentations, financial statements, and historical funding data. The methodology used to evaluate each request appears consistent, data- informed, and mission-aligned. Given the complexity of the funding environment and the number of programs supported through S&A fees, I appreciate the committee’s efforts to ensure transparency, consistency, and student -centered prioritization. We support the committee’s recommendations and recognize the challenges inherent in balancing institutional needs within limited financial parameters .

The Board of Trustees of Central Washington University hereby approves the Services & Activities Fee budget for the 2026-2029 quadrennium.
