Finance and Information Technology

The Finance and Information Technology Department is responsible for managing the City’s financial systems and digital infrastructure. The department oversees key financial functions such as property tax billing and collection, utility payments, accounts payable and receivable, payroll, and purchasing. It also provides financial planning and reporting support to Council and City departments. On the technology side, the department manages all City computer systems and IT assets, ensuring secure, reliable, and efficient digital services that support day-to-day operations and long-term strategic goals.

Finance Avoided a tax sale in 2025 through continued improvements in Revenue Services collection efforts and successful recovery of delinquent property taxes. Reduced cheque issuance by increasing adoption of electronic payment methods. Strengthened long-term financial planning by aligning investment timelines with projected capital expenditures and expanding fixed-term investment maturities. Improved financial forecasting and cash flow planning through enhanced quarterly performance review processes. Expanded the City’s insurance coverage to better address emerging risks.

Information Technology Developed digital tools and mapping systems with departments across the City to improve real-time asset tracking, maintenance coordination, issue reporting, and operational decision-making. These tools supported initiatives related to homelessness response, housing engagement, parks management, public safety, infrastructure maintenance, and environmental stewardship. Provided technical support for the Advanced Metering Infrastructure project, including system integration, data analysis, and testing. Collaborated with departments and external consultants to support office space optimization and infrastructure upgrades. Launched the IT Modernization Project by preparing systems for major upgrades, including Windows 11, updated Microsoft Office software, and document management improvements. Reviewed and analyzed the City’s Business Continuity and Disaster Recovery Plans as part of ongoing organizational resilience and improvement efforts.
