C1. Expand road network at the Cobb Park / Riverside / Proposed T.O.D. focus area to create a connected roadway system that promotes safe vehicular and multimodal mobility. This location in the East Berry Street study area is identified as a top candidate for new development and redevelopment. The proposed transportation network seen in the exhibit shows the connections needed to support future development. Additionally, an underpass connecting to Mississippi Avenue should be constructed
